Ruling party eyes convening extra Diet session on Sept. 13+
TOKYO, Sept. 6 Kyodo -
The government and the ruling Democratic Party of Japan told opposition parties Tuesday that they are planning to convene an extraordinary Diet session on Sept. 13 and close it three days later, lawmakers said.
The main opposition Liberal Democratic Party and its ally the New Komeito party have shown a positive stance on the proposed start of the session but are calling for holding budget committee meetings.
If the parliamentary session is convened, it would take place ahead of Prime Minister Yoshihiko Noda's planned trip to New York to attend a U.N. General Assembly session later this month.
According to the lawmakers, the government and the DPJ plan to adjourn the session after Noda delivers his first policy speech as premier on Sept. 13 and three days of interpellations by party representatives in both the lower and upper houses of parliament from Sept. 14.
But LDP President Sadakazu Tanigaki was quoted by a member of his party as saying during a party executive meeting that it is ''necessary'' to hold budget committee sessions to find out how Noda's government intends to tackle the budget and other issues.
The LDP's Diet affairs chief, Ichiro Aisawa, told his DPJ counterpart, Hirofumi Hirano, that the budget committee sessions of both chambers of parliament should be held from Sept. 26, after Noda's attendance at the U.N. meeting. New Komeito made a similar call.
Hirano told Aisawa that an extraordinary parliamentary session will be convened in October when the government is set to submit to parliament a proposed third extra budget for fiscal 2011.
Drawing up the third extra budget, aimed at fully financing the reconstruction of areas devastated by the March 11 earthquake and tsunami, is among the crucial tasks that the ruling and opposition parties need to tackle in the coming months.
Many within the government and the DPJ want the budget committee sessions to be held some time after the premier returns from his U.S. trip to provide more time for coordinating the views of Cabinet members on how to finance rebuilding efforts in preparation for budget committee deliberations.
LDP Secretary General Nobuteru Ishihara said at a news conference that it would be ''desirable'' for the upcoming extra Diet session to last until the end of the year to provide ample time for discussions.
