Japan PM Noda seeking to visit India in November

TOKYO, Sept. 14 Kyodo -
Prime Minister Yoshihiko Noda is exploring the possibility of visiting India as early as in November to deepen Japan's ties with the fast-growing country, government sources said Wednesday.
It will be the first visit to India by a Japanese premier since 2009. If realized, Noda will try to build a close relationship with Indian Prime Minister Manmohan Singh, other senior government officials and business leaders, the sources said.
During his planned visit, Noda, who took office on Sept. 2, is also expected to discuss China's growing influence with Singh.
''Japan's economic growth is impossible without working closely with India,'' one of the sources said. ''It is necessary to strengthen ties with the country also in the context of holding the rise of China in check.''
A free trade agreement between Japan and India entered into force in August. The accord, helping Japanese firms build more footing in the country with a population of 1.2 billion, will eliminate tariffs on 94 percent of two-way trade flows within 10 years.
In addition to the United States and China, Noda, who was previously finance minister, is keen about enhancing Japan's ties with India and other emerging economies, including Brazil and South Africa.
Earlier this month, Noda told a meeting in Tokyo that he wants to work more closely with India as the two countries will mark the 60th anniversary of the establishment of diplomatic relations in 2012.
Other topics of discussion between Noda and Singh are expected to include issues related to North Korea and prospects of signing a nuclear cooperation agreement with India, the sources said.
