Iran censures UN for failing to maintain intl. security

TEHRAN, Sept. 25 (MNA) – A top Iranian security official criticized the UN Security Council for failing in its duty to maintain international peace and security.

Saeed Jalili, Iran’s Supreme National Security Council secretary, said the existing mechanisms to protect international security are inefficient.

Jalili made the remarks on Wednesday in an address to a global security forum in the Ural Mountains city of Yekaterinburg in Russia.

He also said that all countries should cooperate to establish lasting peace in the world, emphasizing that the major powers are incapable of providing the world with security.

Following are excerpts of the speech released to the press:

Security is one of common human needs that conferences like this are valuable steps to give appropriate response to that. Undoubtedly all are of this opinion that the existing security situation of the world is far from desirable point.

The questions which remain in this regard are that in spite of all scientific and technological progresses and increase of wealth and communications why human kinds are still feeling insecure and insecurity of its different kinds as food-security are yet the sticking point for human beings?

Why global security system fails to bring about security? Why global security system, after 60 years, fails to restore security of oppressed Palestinians? Why food security and poverty, after 60 years are still crisis for not only Somalia and Africa but Europe and America? Why just within last decade the toughest military actions including incursion to other countries have been taken under the pretext of security?

Responses to above-mentioned questions will bring into light the incapability of existing mechanisms, structures and powers who falsely pretend to be proponent of security for the world.

As far as justice is not considered as a cornerstone of international relations, one cannot expect a safe world. As long as the structure of the current world cannot prevent occupation and aggression and as long as some certain powers are trying to manage the security relations of the world based on the interests of the a small group, one cannot expect security to prevail.

Security perception should be global and based on justice. Insecurity in today's world arises from the fact that those responsible with world security seek security not for all but for very limited communities. They have not even brought about the security for their own people.

Today we witness signs of insecurity which is a matter of deep concern for the international community. Today, the United Nations Security Council adopts resolutions and puts some individuals into the blacklist for their involvement in scientific, legal and peaceful activities and later on, terrorists assassinate them.

What sort of relation exists between the United Nations Security Council and terrorists? Who has authorized the Security Council to terrorize individuals in order to deprive them from achieving their unalienable scientific and legal rights?

This platform is an opportunity to deliberate on maintaining global security for the entire world, based on justice.

Simply addressing the examples of insecurity without dealing with its root causes will bear no results. Nowadays, we are witnessing expansionist extremism for further domineering on global security arrangements:

- This extremism allows itself to attack and occupy a country without getting UN permission.

- This extremism allows itself to produce, test and stockpile illegitimate weapons of mass destruction.

- The extremism which allows itself to legitimate occupation and aggression blocks the Palestinians on their road to obtain their rights by supporting the occupying Zionist Regime.

- The extremism that allows itself to resort to an illegitimate tool like state terrorism against other nations.

- The extremism whose management has stirred poverty and insecurity worldwide.

Thus without fighting against extremism it is impossible to fight against other subsidiary types of extremism.

Islamic Republic of Iran believes in prevailing justice over the international relations as the principal way to fight against insecurity. It is impossible to be proponent of democracy, but seek out security in international relations based on bully-boy ways and without a democratic structure. The principal way to ensure global security is the collective participation.

A democratic mechanism should be set for all nations so that they participate in provision of security. We should also seriously block those who are intended to behave with others in an inappropriate way by the pretext of security, because the consequence of their behavior will be nothing except insecurity of thousands of people.
