MALAYSIA'S MALAY ECONOMIC NGOs FORM UMBRELLA BODY
By Mikhail Raj Abdullah and Mohd Iswandi Kasan Anuar
KUALA LUMPUR (Bernama) - An umbrella body of Malay economic non-governmental organisations (NGOs) was launched on Thursday as part of efforts to empower the Malays in the economic sector in the 21st century.
President of Penang Malay Chamber of Commerce Rizal Faris Mohideen said the new coalition, the United Malay Economic Action Council (MTEM), would serve as a platform to unite Malay economic NGOs at the national level and to encourage and strengthen the growth of the Malay economy.
"This is expected to bridge the gap between the economic policies and the community so that people at the grassroots can be aware of the New Economic Model (NEM) and the Economic Transformation Programme (ETP)," he said at a media briefing on MTEM.
Prime Minister Najib Tun Razak launched MTEM at the Malaysian Agro Expositon Park at Serdang near here on Thursday night.
Rizal Faris, who is also vice president of Malay Chamber of Commerce
Malaysia (DPMM), said 100 organisations with a total membership of over one million are expected to join in efforts by MTEM to help transform the Malay economy.
They comprise civic leaders, NGO members, Gen-X entrepreneurs, professionals and emerging Gen Y entrepreneurs.
He said MTEM only represents Malay interests and is not a government
agency, and would not be answerable to government agencies like Bumiputera Agenda Coordinating Unit (Teraju) or Performance Management & Delivery Unit (Pemandu).
He said the MTEM's first task is to create of a new generation of Malay males and females who can participate actively in the government's economic transformation programmes.
"This idea to set up MTEM came about because of the 40 per cent of
Malaysians earning less than RM3,000 (about US$940) a month, 80 per cent are Malays.
"One of the ways to correct the imbalance is to increase the income via their participation in the business sector because we do not want them to be still backward by 2020," he said.
Rizal Faris said MTEM is important because many Malay economic NGOs have the same aim of improving the economic status of the Malays but are disunited because they lack a common strategy.
For a start, he said, MTEM would create an alignment with all Malay economic NGOs and come out with a strategic plan that would focus on 'outcome' and not 'output'.
"MTEM will bridge the gap concerning the economic policies and economic programmes like NEM and ETP and the Malay community by ensuring that they are involved in the programmes. We will also monitor their capabilities and the types of sectors they can participate in," he said.
MTEM would also give critical feedback on the effectiveness of the various policies to the government and focus on such areas as talent management, talent mapping and the creation of an industry champion.
He said MTEM does not have a chairman as the decision would be made by members of the council based on consensus and inclusiveness.
However, he added, the protem committee has decided to appoint the president of DPMM as permanent chairman of MTEM because he would usually become president of the National Chamber of Commerce and Industry Malaysia.
The current DPMM president is Syed Ali Alattas.
