Iran ranks top of ‘Downstream Business Environment Rating’ in the Middle East: BMI

TEHRAN,Oct.9(MNA)-- Iran’s economy has the best performance of ‘Downstream Business Environment Rating’ in the Middle East in 2011, occupies the top slot of the regional league table, the Business Monitor International (BMI) reported.

In its new report of Business Environment Ratings of Middle East Region, BMI announced that Iran has progressed up in BMI’s updated downstream ratings and is now ranked first in the ratings among the countries of the region.

According to the report, Iran is rated above other countries of Middle East, thanks to high scores for refining capacity, oil demand, gas consumption, retail site intensity and population.

Iran’s downstream score reached 53 in 2011, BMI said. Scores are out of 100 for all categories, with 100 the highest. In the BMI’s rating, Iran is following by Oman, Saudi Arabia, UAE, Bahrain, Qatar, Kuwait, and Iraq.

On methodology of BMI, the Downstream Rating comprises two sub-ratings ‘Rewards’ and ‘Risks’, which have a 70% and 30% weighting respectively.

In turn, the ‘Rewards’ Rating comprises Industry Rewards and Country Rewards, which have a 75% and 25% weighting respectively. They are based upon the downstream refining capacity/product growth outlook/import dependence (Industry) and the broader sociodemographic and economic context (Country).

The ‘Risks’ rating comprises Industry Risks and Country Risks which have a 60% and 40% weighting respectively and are based on a subjective evaluation of regulation and liberalization (Industry) and the industry’s broader Country Risks exposure (Country), which is based on BMI’s proprietary Country
Risk Ratings.


Iran Downstream Rating – Rewards

Industry Rewards: On the basis of downstream data alone, Iran is first among the region’s countries, comfortably ahead of Saudi Arabia. This score reflects the region’s second highest oil consumption and refining capacity, highest gas demand and lowest retail site intensity.

Country Rewards: Iran is ranked first in terms of the Rewards section, although its country rewards rating holds a distant second place in the region. Population for Iran is ranked first, while growth in GDP per capita is also highest. State ownership of assets and competition attract the equal lowest scores with Iraq.


Iran Downstream Rating – Risks

Industry Risks: In the Risks section of BMI ratings, Iran is eighth, ahead of only Iraq. Its equal lowest score for industry risks, alongside Saudi Arabia and Iraq, reflects the tough regulatory regime and zero progress in terms of privatisation of government-held assets.
Country Risks: Iran’s broader country risks environment is also flawed, rated eighth ahead only of Iraq.
Iran’s best score is for short-term economic external risk, followed by short-term policy continuity. Operational risks for private companies are increased by the state’s inadequate physical infrastructure.
Short-term economic growth risk is high. Rule of law and legal framework are the other categories that let Iran down.
