ADB, Japan to help Lao PDR strengthen higher education

(KPL) Japan and the Asian Development Bank (ADB) are supporting moves to strengthen higher education in Laos to reduce poverty and boost the economy. The Japan Special Fund, through the ADB, is providing a $600,000 technical assistance grant to lay the groundwork for the Strengthening Higher Education Project, according to the Philippines–based ADB, (20 October 2008)
An additional $120,000 equivalent is being contributed by the Lao PDR government. The fund will be used to conduct feasibility studies and draw up a 2010-2020 master plan that focuses on improving standards of the National University of Laos, the Souphanouvong University, the Champassak University, and other key tertiary institutions.
It will address current sector constraints, including lack of equitable access to higher education especially for women and ethnic minorities; low-quality teaching, equipment, research, and management; and the mismatch between the supply of graduates and current market requirements. “The higher education system still lacks a clear vision, policy, and strategies to reach regional and international standards in terms of quality, relevance, attractiveness, and competitiveness,” said Yasushi Hirosato, Senior Education Specialist with the ADB’s Southeast Asia Department. After years of stagnation, the Lao PDR’s economy has been growing strongly in recent years.
The government has identified education as one of the key pillars for its plan to sustain economic expansion, reduce poverty, and lift the country out of least developed country status by 2020.
The Lao PDR, a key player in the Greater Mekong Subregion, can also support moves towards closer regional integration by boosting the quality of its workforce through improved higher education. The technical assistance work will run for eight months starting November 2008. The project design is expected to be agreed upon by the Lao PDR and the ADB by May 2009.
The ADB, based in Manila, is dedicated to reducing poverty in the Asia and Pacific region through inclusive economic growth, environmentally sustainable growth, and regional integration. Established in 1966, it is owned by 67 members – 48 from the region. In 2007, it approved $10.1 billion of loans, $673 million of grant projects, and technical assistance amounting to $243 million.
