APEC leaders eyeing special statement warning against protectionism+

TOKYO, Nov. 7 Kyodo - Asia-Pacific leaders are considering issuing a special statement warning against mounting protectionist sentiment in the wake of the global financial turmoil when they meet in Peru later this month, negotiation sources said Friday.

Senior officials from the 21 member economies of the Asia-Pacific Economic
Cooperation forum are making final arrangements to decide on whether to release
a separate statement on the issue at the Nov. 22-23 summit meeting in Lima, the
sources said.
Rather than just referring to the issue in the leaders' declaration, APEC
economies are considering whether a separate statement would be more effective
in underscoring their united pledge to lower barriers to free trade even at a
time of economic uncertainty, the sources said.
In whatever form, APEC economies, including Australia, China, Japan, Russia and
the United States, are expected to stress that further economic integration in
the Asia-Pacific region will play a big part in overcoming the unfolding
financial crisis.
The economies, which represent about 60 percent of the world's gross domestic
product, are also expected to declare that a successful conclusion to the
long-running free trade talks under the World Trade Organization at an early
date will be vital to reviving the growth of the real economy.
Peru, which will host the upcoming summit, has informed other APEC economies
about the idea of compiling a special statement, but the exact wording has not
yet been worked out, the sources said.
Each APEC economy has been replying to the Peruvian government's proposal and
it is believed that many would support the plan, the sources said.
Japan has told Peru that it is in favor of the planned statement, according to
the sources.
APEC groups Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia,
Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Philippines,
Russia, Singapore, South Korea, Taiwan, Thailand, United States and Vietnam.
