WEB CAMS CAN BE USED TO MONITOR POLLING STATIONS DURING THE REFERENDUM IN
Baku, January 12 (AzerTAc). “The cams were an effective innovation in the
presidential election,” Secretary of the Central Election Commission (CEC) of
Azerbaijan Natiq Mammadov said. “They can also be used for the referendum vote.”
Web cams were secured at as many as 500 polling stations during the presidential
election on Oct. 15. The cams were installed at up to 15 polling stations in each
constituency covering nearly 10 percent of stations.
Mr. Mammadov said the international community welcomed such an unprecedented use of
Web cams.
“Using the cams again will be warmly welcomed as an innovative tool facilitating
free and fair elections,” Natig Mammadov said. “The CEC must pass a legal decision
to use the cams during the referendum vote.”
In late December, Azerbaijan's parliament passed a decision to hold a referendum
March 18 to amend the Constitution.
According to Article 152, the Constitution can only be amended via referendum.
Additionally, Article 153 states that if the parliament or president proposes an
amendment, the Constitutional Court must reach its own conclusions regarding the
proposal before the referendum vote.
