N. Korea accuses U.S. of causing nuclear dispute
SEOUL -- North Korea on Thursday insisted the United States is responsible for
the nuclear dispute on the Korean Peninsula, saying its atomic weapons
development was triggered by Washington's own nuclear deployment in South Korea
over 50 years ago.
The accusation, published by the North's official website Uriminzokkiri, came as
six-party talks aimed at ending the North's nuclear weapons program remain in a
stalemate.

(2nd LEAD) S. Korea, Japan discuss ways to advance talks on N. Korea nuke
SEOUL -- Top South Korean and Japanese nuclear negotiators on Thursday discussed
how to advance the stalled six-way talks on the North Korean nuclear program,
officials here said.
Seoul's envoy Kim Sook and his counterpart Akitaka Saiki had a luncheon meeting
in Seoul.

Identification of Korean War soldiers humanitarian issue: U.S. official
SEOUL -- The top U.S. official overseeing the identification of wartime military
casualties indicated Thursday that political tensions between Pyongyang and
Washington should be set aside to allow her laboratory to resume its work in
North Korea.
Describing her mission as "humanitarian," Rear Adm. Donna Crisp said Pyongyang
and Washington have yet to agree to restart the exhumation of U.S. soldiers
killed in North Korea during the Korean War, but added that her government will
fund the project if it resumes.

(LEAD) Seoul stocks up 0.74 pct on U.S. stimulus plan
SEOUL -- South Korean stocks closed up 0.74 percent Thursday as investor
sentiment was buoyed by the passage of a massive U.S. stimulus package, analysts
said. The local currency lost against the U.S. dollar.
The benchmark Korea Composite Stock Price Index (KOSPI) rose 8.58 points to
1,166.56. Volume was moderate at 378.52 million shares worth 4.78 trillion won
(US$3.46 billion), with gainers outpacing losers 479 to 324.

Daegu police chief named to head Seoul police
SEOUL -- President Lee Myung-bak on Thursday named Joo Sang-ryong, commissioner
of the Daegu Metropolitan Police Agency, to head the Seoul Metropolitan Police
Agency in a top-level reshuffle of the police.
The 57-year-old Joo, a graduate of Korea University, had served at key police
posts, including as investigation chief of the National Police Agency (NPA),
before assuming his current post in Daegu in 2007.

S. Korea invites young Lebanese taekwondo students for visit
SEOUL -- South Korea said Thursday it has invited a group of 15 young Lebanese
students learning Taekwondo from its peacekeeping troops to visit the home of the
martial art.
They arrived in Seoul earlier in the day and will visit a leading taekwondo
center in the capital and learn about Korean culture, the Joint Chiefs of Staff
said in a press release.
