STATEMENT OF OSCE MINSK GROUP ON IMPOSSIBILITY OF SETTLEMENT OF THE NAGORNO-KARABAKH CONFLICT BY MILITARY WAY SHOULD BE REFERRED TO ARMENIA

Baku, 20 February (AzerTAc). On February 20 the press secretary of the Ministry of Foreign Affairs of Azerbaijan Khazar Ibrahim stated the Ministry`s position in connection with the last statement of the OSCE Minsk Group co-chairmen on the Armenia-Azerbaijan, Nagorno-Karabakh conflict.

Kh. Ibrahim said: “The statement of co-chairmen of the Minsk Group includes
questions reflected in the documents distributed in Azerbaijan in December last year
on General Assembly of the United Nations, as well as the question on impossibility
of settlement of the Nagorno-Karabakh conflict by military way. The documents spread
by Azerbaijan based on norms and principles of international law. The Declaration
signed on November 2 in Moscow by presidents of Azerbaijan, Russia and Armenia also
mark settlement of the conflict on the basis of documents and decisions accepted in
the frame of the norms and principles of international law. Distribution of such
documents by Azerbaijan is a normal phenomenon. As President Ilham Aliyev repeatedly
declared, Azerbaijan supports conflict settlement peacefully. And this peaceful way
should base on norms and principles of international law.



Kh. Ibrahim noted that Armenia aspired to solve at all times the conflict in a
military way. Therefore requirements of the OSCE co-chairmen concerning
impossibility of settlement of the conflict by military way should be referred to
Armenia. Co-chairmen should demand from Armenia to solve the conflict peacefully and
withdraw the armed forces from the occupied lands of Azerbaijan.

On instructions of the Ministry of Foreign Affairs the permanent mission of
Azerbaijan at the United Nations in December last year presented to the Secretary
General of the United Nations two reports. They have been distributed in the frame
of the 63rd session of General Assembly. These are reports “About legal consequences
of military aggression of the Republic of Armenia against the Azerbaijan Republic”
and “About the right to self-determination against fundamental norm of territorial
integrity of the states and revisionist claims of Armenia”. The first report
concerns the fact whether Armenia carried out or not military aggression against
Azerbaijan and whether Azerbaijan has or not the right to protect its lands from
Armenia according to the United Nations Charter.

The report prepared on the basis of the serious facts gives answers to both these
questions.

The second report covers the concept of territorial integrity of the states, the
status of the principle of self-determination of the people and its evolution, and
also the content of the claims of Armenians, in particular, their claims for Nagorno
Karabakh. The conclusion made in the report consists that claims of Armenia for
separation of Nagorno Karabakh from Azerbaijan contradict norms of international
law. At the same time, actions of Armenia concerning the neighboring state prove
infringement by official Yerevan of the norms of international law, in particular,
the norms of territorial integrity.

Both documents state the official position of Azerbaijan on the conflict.
