MSIA & JAPAN TO JOINTLY ASSIST DEVELOPING COUNTRIES IN HUMAN RESOURCE

KUALA LUMPUR, Feb 24 (Bernama) -- Malaysia and Japan will jointly assist
developing countries including Laos, Cambodia, Vietnam and Myanmar through
the Centre for Instructor and Advanced Skills Training (CIAST), its ambassador
to Malaysia Masahiko Horie said.

"To date, CIAST has conducted more than 100 projects," he told Bernama.

CIAST, located at Shah Alam near here, is responsible for producing highly
skilled instructors for vocational training institutions.It also provides
supervisory and advanced skills training, to upgrade the existing pool of
skilled instructors in both public and private training institutions.

With the establishment of the Department of Vocational Training Research
and Development (DVTRD) and the National Instructor Training Programme (NITP),
CIAST has become a major player in the area of human resource development
for instructors not only in Malaysia but also from developing countries.

"CIAST, which is one of the most successful undertakings between Japan and
Malaysia, celebrated its 25th anniversary last year.

"CIAST is growing and providing continuity in not only Malaysia's
development but also that of other developing countries," he said.

He was confident that Malaysia would achieve its goal of becoming a
developed nation before 2020.

He said Malaysia placed a lot of emphasis on human resources development and
this was very important for the growth of a country.

Masahiko also said:"We are very happy that Japan together with Malaysia,is
jointly supporting other countries in the area of nation building."

On another note, he said Japan supported the development of small and medium
enterprises (SMEs) in Malaysia.

He said because of Malaysia's economic progress, SMEs were very
important.

"Based on a request by the Prime Minister Abdullah Ahmad Badawi and the
Minister of International Trade and Industry Muhyiddin Yassin, we have been
supporting this sector," he added.

One SME project being supported by Japan is the three-year business
counsellor programme.Under this programme, instructors from Japan are sent to
Malaysia to transfer technology and know-how, on becoming business counsellors
for the progress of SMEs.
