Lao officials attend the Capacity Building Programme on WTO issues in India

(KPL) Five officials from the Economic Affairs Department of the Ministry of Foreign Affairs, Foreign Trade Policy Division of the Ministry of Industry and Trade, Customs Department of the Ministry of Finance and Animal and Veterinary Legislation Division of Ministry of Agriculture and Forestry successfully participated in the Capacity Building Programme on WTO issues held at the Indian Institute of Foreign Trade in New Delhi from 16 March to 3 April.
The Indian Institute of Foreign Trade is one of the first ranking institute for management of international trade for both training and research. The programme had been specifically designed by the Institute for the countries which are going to join WTO in the near future. The participants came from over 15 countries like Kazakhstan and from Laos in South East Asia. Laos will most likely be one of the first amongst these countries to join WTO in the near future and participation from Laos was therefore important.
This was the first programme of this kind organized by India for countries who are going to join WTO. India is one of the most important negotiators representing the developing countries’ concerns at WTO. At the same time, because of its economic strength, it has strong leverages in the negotiations. India therefore considered it important to arrange this programme to create awareness amongst the joining economies on the complex issues they face once they join WTO and how those issues impact on their economic and trade policies.
The programme covered a wide range of issues such as TRIPS, TRIMS, subsidies and countervailing measures, anti-dumping measures, sanitary and phyto-sanitary measures, implications of WTO for international business, current global financial crisis and the impasse faced at the Doha Development Round.
The Ambassador of India met the participants on Thursday, 9th April to obtain their feedback on the programme and to understand how it could be made more relevant to the needs of participants. Several important suggestions were made both in terms of logistics as well as in terms of the nature of the programme which would be taken into account by the Institute for the next programme.
