The preparatory committee to the 2010 Nuclear Non-Proliferation Treaty Review
Conference is planning to adopt at the end of its session on Friday
recommendations on the denuclearization of the Korean Peninsula and setting
specific goals for nuclear disarmament, according to a draft report Kyodo News
has obtained.
The conference, with its preparatory committee setting its agenda just three
days into the session amid growing support for nuclear disarmament, will move a
step further toward success if the committee is able to adopt the
recommendations, which will serve as a basis for discussions at the conference.
The draft could be adopted as recommendations by the president, or be attached
to the final report as an annex if the conference cannot build consensus over
issues regarding Israel, a de-facto nuclear nation.
The five-page draft declares that the treaty ''remains the cornerstone of the
global nuclear nonproliferation regime,'' and lists an action plan for the
''three pillars'' of the treaty, which are nuclear disarmament,
nonproliferation and peaceful uses of nuclear energy.
It recommends practical disarmament measures and goals including ''facilitating
the early entry into force of the Comprehensive Nuclear Test Ban Treaty,'' and
''commencing negotiations at the Conference on Disarmament on a verifiable
fissile material (cutoff) treaty.''
The draft also underscores ''the importance of the verifiable denuclearization
of the Korean Peninsula'' and supports diplomatic efforts, such as the
six-party talks on denuclearizing North Korea, to achieve the goal.
''The resolution on the Middle East was an essential element of the outcome of
the 1995 Review and Extension Conference and the basis of which the Treaty was
indefinitely extended,'' it says, referring to a statement that urges Israel to
join the NPT in effect.
The committee also decided it would hold another review conference from May 3
to 28 next year and endorse the candidacy of Libran N. Cabactulan, a diplomat
of the Philippines, for the presidency of 2010 Review Conference.
The NPT came into force in 1970 and serves as the world's primary legal and
political barrier against the proliferation of nuclear weapons. Most nations
are members with the exception of North Korea, Israel, India and Pakistan.
Under the treaty, nuclear-weapons nations vow to work toward disarmament in
exchange for the promise that non-weapons states do not acquire them.
World leaders gather every five years for the NPT review conference in order to
weigh in on the performance of the treaty and discuss ways to improve it. The
treaty was extended indefinitely in 1995.
