Moscow expects DPRK to return to six-country talks.

MOSCOW, June 18 (Itar-Tass) - Moscow expects that the Democratic
People's Republic of Korea (DPRK) will return to the six-country talks,
Andrei Nesterenko, spokesman of the Russian Federation's Ministry of
Foreign Affaris, said here on Thursday in comment on the DPRK Foreign
Ministry's statement that mentioned a retribution for the UN Security
Council's latest resolution.
The diplomat pointed out, "I would not treat the DPRK Foreign
Ministry's statement so straightforwardly, although it really contained
such expressions. Their practical implementation springs from
circumstances that are serious enough".
"Anyhow, deep regret is certainly aroused by the fact that a UN Member
Nation pointedly states its refusal to comply with a UN Security Council
resolution which was adopted under Chapter 7 of the UN Charter and which
accordingly is of binding nature to all members of the Organisation,"
Nesterenko said.
He recalled that the UNSC Resolution 1,874 "is of well-considered and
balanced nature in many respects due to the actions of Russia and China".
"The sanctions-related measures set out in it are applied exclusively
under Article 41, Chapter 7, of the UN Charter which does not presume the
use of military force. The Resolution also contains a clear-cut positive
alternative, explicitly outlining prospects for the lifting of sanctions,"
the diplomat emphasized.
"We expect that our partners from the DPRK will take a right view of
the expressed will of the international community and make a choice in
favour of politico-diplomatic ways in a search for mutually acceptable
solutions at the table of the six-country talks, of course, in the process
of denuclearisation of the Korean Peninsula in accordance with the Joint
Statement, dated September 19, 2005, and with in line with the provisions
of the relevant resolutions of the UN Security Council," Nesterenko said.
