White House publishes basic principles of Karabakh settlement.
YEREVAN, July 12 (Itar-Tass) - The White House has published the
secret basic principles for the settlement of the Nagorno-Karabakh
conflict.
The draft of this framework agreement is a base point for
negotiations between the Armenian and Azerbaijani presidents brokered by
the co-chairmen of the OSCE Minsk Group for Nagorno-Karabakh. The
co-chairmen - Russia, France and the United States - submitted the basic
settlement principles on November 29, 2007 in Madrid, the capital of
Spain. That is why they are called the Madrid principles.
"The basic principles reflect a reasonable compromise based on the
principles of the Helsinki Final Act on the non-use of force, territorial
integrity and the right of peoples to self-determination," the document
posted on the White House's website.
They include a return of all territories around Nagrono-Karabakh under
the control of Azerbaijan, the interim status of Nagorno-Karabakh complete
with security guarantees and self-government. A corridor will connect
Armenia with Nagorno-Karabakh. The region's final status will be defined
by means of a referendum the outcome of which will be legally binding.
Other principles include a return of refugees and displaced persons to
their homes and international security guarantees such as a peacekeeping
operation.
"If adopted by Armenia and Azerbaijan, the principles will contribute
to reaching all-round settlement as well as to peace, stability and
prosperity for Armenia, Azerbaijan and the entire region," the document
says.
The Armenian Foreign Minister Edvard Nalbandyan said it was important
that the region's final status should be defined through free will
expression that will have a mandatory legal force. It's also important
that the principles include security guarantees in Nagorno-Karabakh, the
Armenian foreign minister emphasized.
.International bike show continues in Sevastopol.
LVOV, Western Ukraine, July 12 (Itar-Tass) - An international bike
show devoted to the 65th anniversary of the Sevastopol's liberation from
fascist occupiers continued in the city on Saturday after a spectacular
opening a day earlier.
A bike column roared through the city centre on Saturday morning to
memorial places to lay wreaths at the Alley of Heroes and the monument to
Admiral Pavel Nakhimov.
Russian biker Alexander Zaldostavov who heads the Moscow-based club
"Night Wolves" was at the top of the column. A Russian tricolor was fixed
on his bike. Zaldostavov received the flag personally from Russian Prime
Minister Vladimir Putin who had visited the biker on July 7 before his
departure for Sevastopol.
The local residents and vacationers applauded the bikers and greeted
them with a loud "Hurray!"
Valery Saratov, the chairman of the Sevastopol City Council, city
administration officials and the Russian Black Sea Fleet command met the
bikers on the Alley of Heroes.
According to the Ukrainian Interior Ministry, about 30,000 people from
Ukraine, Russia, other CIS states and foreign countries had gathered in
Sevastopol for the celebrations.

ST. PETERSBURG, July 12 (Itar-Tass) - Patriarch of Moscow and All
Russia Kirill will conduct a liturgy at the central cathedral of the Peter
and Paul fortress to mark the Day of the Saint Apostles Peter and Paul.
The holiday is called the " name-day" of St. Petersburg.
Kirill will be the first patriarch to conduct a church service in the
history of the Peter and Paul Cathedral. Emperor Peter I abolished the
institute of the Patriarchate in Russia and introduced a Synod rule in the
Russian Orthodox Church.
Peter the First founded a small wooden church on the Zayachiy (Rabbit)
Island on the St. Trinity Day in 1703. In 1712 the first stone cathedral
was laid down. It was consecrated in the mid-18th century.
The cathedral became a burial place for Russian emperors and empresses
and members of the Romanov family.
An angle with a cross crowns the spire of the Peter and Paul
Cathedral. The angel is considered to be the symbol of St. Petersburg and
its guardian angel. It is located at a height of around 122 meters.
In Soviet times the Peter and Paul Cathedral was the main exhibition
hall of the State History Museum of St. Petersburg. The Eparchy of St.
Petersburg has allowed holding church services inside the cathedral on
great holidays and on Sundays for the second consecutive year.
