Indonesia seeks ICAO Council seat with focus on skills, sustainable aviation

Jakarta (ANTARA) - Indonesia will push for aviation workforce development, sustainable aviation fuel and other initiatives at the International Civil Aviation Organization if elected to the ICAO Council, a Transport Ministry official said Monday.
Transport Ministry Director General of Civil Aviation Lukman F Laisa said Indonesia would prioritize aviation workforce development through training and capacity-building programs for countries that need support.
“Clearly, capacity building is what we have to do, because we have made commitments to several countries, including in the Asia-Pacific,” Lukman said at a press conference in Jakarta.
He said several countries, particularly in Africa, had expressed a need for knowledge transfer and training from Indonesia, which he described as one way Indonesia could contribute to the international aviation community.
Indonesia would also promote sustainable aviation, including the development of sustainable aviation fuel (SAF) and implementation of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), Lukman said.
Indonesia also has experience in developing emerging aviation technologies, including drones, which it could share with other countries, he said.
Lukman said Indonesia had guided two private companies in developing drones and prepared regulations covering various aspects of the technology, including pilots, aircraft registration, navigation and organizations.
A seat on the ICAO Council would give Indonesia a direct platform to advance its national aviation interests and initiatives in the international civil aviation forum, he said.
“In the past, we relied on other countries to convey our ideas, initiatives or interventions. With a seat on the Council, we would present them ourselves,” Lukman said.
Indonesia is seeking a seat on the ICAO Council after last serving on the body in 2001.
The election of four additional ICAO Council members will take place during the 43rd Extraordinary Session of the ICAO Assembly on Nov. 19-20, 2026, in Montreal, Canada.
ICAO is a specialized agency of the United Nations established in 1944 to administer the Chicago Convention and develop international civil aviation standards and policies.
The ICAO Council sets the organization’s policy direction and consists of member states elected directly by the ICAO Assembly for three-year terms.
