Ukraine, Libya seek to build oil refinery.

KIEV, July 21 (Itar-Tass) - Ukraine and Libya plan to set up a joint
venture to build an oil refinery on the Ukrainian territory, Libyan Prime
Minister Baghdadi Mahmudi told a news conference after the talks with his
Ukrainian counterpart Yulia Timoshenko on Monday.
He expressed the hope that before the end of the year the two
countries will create a joint venture that will be engaged in the project.
Timoshenko underlined that "this project will give an opportunity to
demonopolize markets of oil products." "By September we will prepare
documents and then will be able to set the date for launching the
construction."
This year the two countries also plan to create a joint venture on the
implementation of agricultural projects, including the growing of grain in
Ukraine for Libya.
Ukraine's Agrarian Policy Minister Yuri Melnyk said several companies
expressed interest in such cooperation. In 2008 Ukraine exported 280,000
tonnes of grain to Libya and in January-May of 2009 - 250,000 tonnes.


.Lavrov begins visit to Thailand for ASEAN Regional Forum.

MOSCOW, July 21 (Itar-Tass) - Russian Foreign Minister Sergei Lavrov
on Tuesday begins his visit to Thailand to participate in annual events of
the Association of South-East Asian Nations (ASEAN) that will take place
on Phuket Island on July 22-24.
He will take part in the Russia-ASEAN ministerial meeting and the 16th
session of the ASEAN Regional Forum. After this the Russian diplomat will
visit Bangkok to hold several bilateral meetings with the Thai authorities.
Lavrov will be received in official audience by Thailand's King
Bhumibol Adulyadej and meet with Prime Minister Abhisit Vejjajiva and his
Thai counterpart Kasit Piromya.
He will also have bilateral meetings with the U.S. Secretary of State
and foreign ministers of China, Australia and New Zealand.
"Priorities of cooperation between Russia and ASEAN are energy,
science, technologies, emergency response, tourism as well as joint
counteraction to new challenges and threats," a source at the Russian
Foreign Ministry said. "At present, the parties are studying cooperation
in these areas, including that with participation of Gazprom, Rosatom and
Inter RAO UES. A new package of project proposals in such areas as
renewable energy, civil nuclear power, science and technologies, small and
medium businesses is being prepared," the source said.
"One of the key areas of cooperation between Russia and ASEAN is the
fight against terrorism. It is planned to step up cooperation among
competent structures of Russia and ASEAN member-states that fight
terrorism and crimes," the source said.
Within the framework of the 16th session of the ASEAN Regional Forum
due on July 23 "participants will exchange opinions on pressing issues on
the international and regional agenda." "Special attention will be paid to
the situation on the Korean Peninsula."
"Russia and Thailand's opinions coincide on today's pressing issues,
in particular on nuclear disarmament, the fight against terrorism and
against the global financial crisis," the source in the ministry said.
On July 24-26 Lavrov will visit Vietnam to meet with the country's
authorities.
The parties "will discuss the issues on the bilateral agenda and
actions to strengthen interaction on the international scene, mainly in
the UN Security Council, of which Vietnam is a non-permanent member. They
will also coordinate the schedule of political contacts for the upcoming
period," the source said.


.Russia's petrol prices go up by almost 9% in June - Rosstat.

MOSCOW, July 21 (Itar-Tass) - Russia's petrol prices increased by 8.8
percent in June as against May, according to the report of the federal
statistics service (Rosstat).
As against June 2008 the petrol prices tumbled by 15.3 percent and by
2.8 percent as against December 2008, the Prime-Tass business news agency
said.
The prices for Ai-92 petrol went up by 10.6 percent as against May,
for A-76 (Ai-80) - by 7.7 percent and for Ai-95 - by 6.8 percent.
The prices for diesel fuel increased by 1.4 percent.
