Yushchenko, Biden to focus on strategic partnership plans

KIEV, July 21 (Itar-Tass) - Ukrainian President Viktor Yushchenko and
visiting U.S. Vice-President Joseph Biden on Tuesday will discuss
prospects for translating into reality the plans for strategic partnership
between Ukraine and the U.S., the president's spokeswoman, Irina
Vannikova, said.
Biden arrived in Kiev on Monday on a three-day visit.
At the talks "the parties will discuss further implementation of the
Charter on Strategic Partnership signed by the two countries on December
19, 2008, as well as concrete steps aimed at guaranteeing Ukraine's
national security."
They will also focus on cooperation in energy and defence, Ukraine's
Euro-Atlantic integration, including its accession to NATO, she said.
After the talks Yushchenko and Biden will give a joint news conference.
Vannikova told Itar-Tass that at the talks Yushchenko will initiative
the creation "of an interstate high-level commission to boost bilateral
relations."
The Ukrainian leaders and the U.S. vice-president will also visit a
monument to commemorate Holodomor victims to plant a snowball bush and
light candles. This ceremony becomes Ukraine's tradition for official
visits of foreign delegations to Kiev.
Biden is also expected to meet with Prime Minister Yulia Timoshenko
and parliamentary speaker Vladimir Litvin. He will also hold meetings with
leaders of the opposition parties - Viktor Yanukovich and Arseny Yatsenyuk.

MOSCOW, July 21 (Itar-Tass) - A decree on zeroing export duties on oil
from Eastern Siberia is "good news, which proves that the Russian
government pursues consecutive policy to develop new oil and gas rich
regions," Rosneft President Sergei Bogdanchikov told journalists on Monday.
He recalled that this policy was launched several years ago, "when a
decision was taken to build a pipeline not directly to China, but through
Eastern Siberia with access to the Pacific Ocean."
The second task "was to create incentives for oil companies to attract
them to Eastern Siberia and to introduce a zero extraction tax for three
regions - the Krasnoyarsk territory, the Irkutsk region and Yakutia. All
this helped to take an economically viable decision on the beginning of
the work."
Nevertheless, he said later it turned out that Eastern Siberia's
exploration brings about much higher operating costs. "Additional actions
of the government were needed - duties help to make fields of the Irkutsk
region and the Krasnoyarsk territory more economically sound,"
Bogdanchikov said.
At the next stage "we should prove under what conditions, what duties
and what combinations - dark and light oil products - the Primorsky oil
refinery will have sound profitability at the standard level - no less
than 20 percent (this is a minimal figure)," he said. "Oil refinery and
production of petrochemicals should ensure the company's normal
profitability. This is that very consecutive policy for creating
economically viable conditions to develop fields in Eastern Siberia."

BEIRUT, July 21 (Itar-Tass) - Russia plays an important role in
securing comprehensive peace in the Middle East, Jordan's Foreign Minister
Nasser Judeh said on Monday after the talks with Russian Deputy Foreign
Minister Alexander Saltanov in Amman.
He pointed to the position of King Abdullah II who seeks to maintain a
high-level dialogue with Russia, holds consultations with the Russian
authorities and coordinates his peace efforts with them.
Judeh supported the initiative to hold a peace conference on the
Middle East in Moscow before the end of the year. He stressed the need to
take advantage of this moment to achieve progress in the Middle East
settlement.
"It is necessary to use this chance for resuming serious direct talks
between the parties," the diplomat said.
Jordan's minister denounced Israel's steps to change the demographic
situation in Jerusalem and ongoing construction of settlements on
Palestinian land, which, he said, "is an obstacle on the road to peace."
On Monday, the Russian president's special envoy met with Israeli
Foreign Minister Avigdor Lieberman and the Palestinian authorities in
Ramallah. Saltanov shared his impressions of his visit to Lebanon and
Syria. In Beirut and Damascus he met with Hezbollah parliamentary leader
Mohammed Raad and Hamas leader Khaled Meshaal.
