Bear-mauled woman identified, bear flees

PETROPAVLOVSK-KAMCHATSKY, August 4 (Itar-Tass) - Police have
established the identity of the woman, a resident of Palana Township,
Kamchatka Peninsula, who was mauled by a bear on the night from Monday to
Tuesday. The name of the victim is not disclosed so far.
An official at the Russian Ministry for Emergencies (RME) center for
the Kamchatka Territory has told Itar-Tass that a bear attacked the woman
within the grounds of the township at about 01:40, local time, on Tuesday.
A police patrol that arrived at the scene found a bear near the
victim's body. Police fired at the bear several times but did not manage
to kill it. The bear fled into the woods.
Game managers have launched a hunt for the dangerous beast. They have
been permitted to shoot six bears that had been seen near the township.
This tragedy is the first instance of a bear attacking a human being
on the Peninsula this summer. However, such occurrences are recorded here
every year. Thus, three people were mauled to death in summer of 2008.
Earlier this year, game managers had to shoot three bears that posed
menace to people near various populated localities. Specialists believe
that the beasts are attracted to human dwellings by garbage dumps.
Sometimes they roam even into the boundaries of Petropavlovsk-Kamchatsky.
The Kamchatka brown bear is one of major subspecies in the world. Its
weight may be up to 700 kg, and they are three metres tall. There are more
than 16,000 bears on the Peninsula.

VLADIVOSTOK, August 4 (Itar-Tass) - Viktor Ishayev, presidential
plenipotentiary representative in the Far Eastern Federal District, and
Sergei Darkin, Governor of the Pirmorsky (maritime) Territory (PT), have
toured the construction sites of facilities, intended for the 2012 APEC
summit, here on Tuesday.
An official at the press center of the PT administration has told
Itar-Tass that building operations are proceeding according to schedule.
Thus, earthmoving work has been completed at the construction sites of
new purifying installations. Work has begun to build biological
purification units, in which drainage effluents will be processed
according to a special technology with the use of anaerobic bacteria.
Preparatory work has begun to lay sewage pipes. The work is to be
completed towards the end of 2009. The modernisation of the Vladivostok
airport is being continued. The runway surfacing has been fully dismantled
and preparations are under way to lay a new one. The modernisation
efforts involve more than 360 workers, drivers and machinery operators,
and over 70 vehicles. A concrete works has been set up to produce 300
cubic metres of concrete an hour.
The construction of a bridge across the Golden Horn Bay is under way.
Workers are preparing to place concrete to secure huge pylons that will
keep the bridge above water. This work is to begin in one month's time.
The construction of bridgep iers is being continued according to schedule.
One work shift includes 800 people and tens of heavy-duty building
machines.
Ishayev arrived here earlier in the day to monitor the construction
of facilitites intended for the 2012 APEC summit. At the close of the
tour, he will hold a conference.
Under the Federal programme for the development of Vladivostok as an
international cooperation center in the Asia-Pacific Region, over 40 large
facilities will be built in the city by 2012. The construction of
facilitites on the Russkiy (Russian) island proper, the venue of the 2012
APEC summit, is to begin soon.
