BALASHIKHA, Moscow Region, August 7 (Itar-Tass) -- The missile attack
early warning radar under construction in Armavir will be finalized and
enter combat duty in October or November this year, the director of the
special construction agency, General of the Army Nikolai Abroskin, said on
Thursday.

"At the moment the radar at Armavir is on combat duty in the
experimental mode. On the premises the support and logistics facilities
are being finalized - high voltage transformer lines, a training center
building, and a hostel. All works are scheduled to be completed this year.
As soon as high voltage power is switched on, the radar will enter
full-scale combat duty. That will happen in October or November.
He recalled that last year the special construction agency Spetsstroi
finalized a similar radar at Lekhktusi, the Leningrad Region.

.Russia interested in solution of Karabakh problem - Putin.

ANKARA, August 7 (Itar-Tass) -- Russia is interested in the settlement
of all conflicts in the Caucasus, including that over Nagorno-Karabakh,
and it will be prepared to act as a guarantor, Prime Minister Vladimir
Putin told the media following Russian-Turkish negotiations on Thursday.
"I have said this more than once, and now President Medvedev has
joined this work in the most active way. He regularly meets with the
leaders of both countries concerned (Armenia and Azerbaijan - Itar-Tass).
He does a large amount of positive work for the sake of resolving the
problem of Nagorno-Karabakh."
"I am saying so without any exaggeration. He does much positive work.
Russia is interested to see a settlement, and it does not want any
conflicts in the Caucasus, because any conflict-risky situation harms our
relations with this or that country," Putin said.
At the same time, he remarked, Russia invariably maintained it cannot
and must not do what is the exclusive competence of the conflicting
parties.
"We are outside the framework of this conflict. What we can do is act
as a safeguard, and we shall provide any assistance we can for the sake of
finding compromises that would lead to an ultimate and lasting settlement.
