Missing ship not detected by Finnish navy systems

HELSINKI, August 16 (Itar-Tass) -- The Finnish navy monitoring systems
have not detected the Arctic Sea cargo ship after it disappeared in the
English Channel in late July. The Navy constantly tried to find it with
the AIS state monitoring system, but the Arctic Sea was not noticed,
Finnish state television said on Saturday.
Speaking on television, a navy representative noted that though modern
radar, radio and satellite systems allowed to take bearings of vessels at
sea, but its was very difficult to spot a definite vessel. So, it explains
why reports about the Arctic Sea whereabouts have turned out to be not
true.

.Portuguese plane flies over Arctic Sea ship -- French DM.

LONDON, August 16 (Itar-Tass) -- A Portuguese Air Force plane flew
over the Arctic Sea ship, French defence ministry sources said on Saturday.
Evidently it was near West Africa, south of Cabo Verde.
Information also came in London from military sources late on Saturday
that the ship was heading for the open ocean toward Brazil.
It is not ruled out here that the ship crewmembers are held as
hostages.

.Turkmen parliament passes reforms supporting laws.

ASHGABAT, August 16 (Itar-Tass) -- Turkmenistan's parliament on
Saturday passed a series of laws supporting the country's reforms.
Among the first approved by the parliament meeting were the laws on
court and on the prosecutor's office that determine their powers, national
television said.
The laws on education and a scientific worker's status passed on
Saturday reflect the approach to the education system reform and national
science.
The legislators also adopted the law long awaited by businessmen on
state support for small and medium business.
The parliament also approved the draft laws on ozone layer protection,
radiation security, quarantine of plants, on changes to the Criminal Code
and declaring some laws not valid any longer.
Besides, the meeting adopted two resolutions on some territorial
division issues and the joining to the Protocol to the International
Convention on Civil Liability for Oil Pollution Damage.
