Astronomy and World Heritage conf to open in Kazan.

KAZAN, August 19 (Itar-Tass) - An international conference on the
theme of "Astronomy and World Heritage: Through Time and Across
Continents" opens at the Kazan State University (KGU) on Wednesday.

KGU Rector Makzyum Salakhov, one of the organisers of the forum, has
told Itar-Tass, "The leadership of the UNESCO decided that such a
conference must be held in Russia where the world's first artificial
satellite of the Earth was launched and where our cosmonaut Yuri Gagarin
blazed the trail into the outer space".
Kazan has been chosen as the venue of the conference, Salakhov said,
in recognition of its "advanced scientific astronomical school with a
bicentennial history".
The forum is dedicated to the Year of Astronomy designated for 2009 by
a decision, dated December 20, 2007, of the UN 62nd Assembly.
The conference, which will run till August 26, will be attended by
directors of the UNESCO and its branches in countries of the world, by
prominent scientists from Britain, Germany, India, Indonesia, Spain,
Italy, China, Russia, Japan, and other countries. Twice Hero of the Soviet
Union pilot-cosmonaut Georgy Grechko will make a report entitled "Space
Horizons".

.Russia, Japan city mayors gather at Hakodate Wed.

TOKYO, August 19 (Itar-Tass) - The mayors of ten Russian and 18
Japanese cities have gathered at the port of Hakodate, Hokkaido Island, on
Wednesday for a traditional conference to discuss problems concerning
regional contacts in the Far East.
For two days the mayors will be discussing matters concerning foreign
trade and the development of transportation by sea. Their separate meeting
on Thursday will deal with the development of regional tourism that has
considerably decreased in scope in the current year in the light of the
current downturn.
Such conferences have been held regularly in Russia and Japan
alternately since 1970. The present meeting is already a 22ndone. It is
expected that a joint communique will be adopted as a result of the
mayoral conference.

.Yet another group of rescuers, divers arrives in Abakan.

ABAKAN, August 19 (Itar-Tass) - Yet another group of Moscow-based
rescuers, as well as scuba divers from Tuapse has arrived here for the
elimination of the aftermath of the breakdown at the Sayano-Shushenskoye
hydropower station and a search for people, an official at the Russian
Ministry for Emergencies (RME) has told Itar-Tass.
The Ministry official said, "Rescuers from among SPAS
(search-and-rescue) Center and special-purpose party Leader, as well as
Tuapse-based scuba divers have been brought to Abakan by an RME plane
IL-76".
The officail said the same plane delivered deepwater diving equipment
for underwater operations.

.Frequencies panel likely to lift moratorium on analog TV.

MOSCOW, August 19 (Itar-Tass) - The possibility of lifting the
moratorium on analog television and the creation of experimental mobile
digital broadcasting zones in Moscow are to be discussed here on Wednesday
at a session of the State commission for radio frequencies (GKRC), an
official at the Russian Ministry of Telecom and Mass Communications has
told Itar-Tass.
The commission members are planning to examine matters aimed at
organizing DVB-H standard digital television zones in the territory of
Moscow city, the Ministry official pointed out. They are also to discuss
the possibility of use of radio frequency bands of 174-230 Mhz and 470-790
MHz by radio transmitting devices of analog television broadcasting within
the period of transition to digital television broadcasting (until 2015).
Participants in the session are to discuss arrangements for an
experimental zone of mobile multimedia broadcasting AVIS -- a
domestically developed digital audiovisual system in the frequency band
of 65.8-66.2 MHz, and the possibility of use of the radio frequency band
of 470-486 MHz (21-22 television channels) by the operational networks of
overland mobile service in the territory of Moscow city and region, as
well as the streamlining of the procedure for the allocation of radio
frequency bands for use by direct visibility radio-relay stations.
