RF govt to consider budget draft, socio-econ prog for 2010-2012.




MOSCOW, September 23 (Itar-Tass) - The Russian government on Wednesday
will consider a draft federal law on the federal budget for 2010 and for
the planned period up to 2012, as well as the country's socio-economic
development programme for 2010-2012.

reported on Tuesday that these issues will be the main ones at the meeting.
According to an earlier voiced forecast, the budget draft was formed
proceeding from the projected oil prices for 2010 - 58 US dollars a
barrel, in 2011 - 59 US dollars a barrel and in 2012 - 60 US dollars a
barrel. The GDP growth in 2010 is forecasted at 1.6 percent, in 2011 - 3
percent and in 2012 - 4.3 percent. The GDP volume by 2012 is to increase
up to 53 trillion and 712 billion roubles.

.Sayano-Shushenskaya HPP victims support fund gets RUR 16 mln.


NOVOSIBIRSK, September 23 (Itar-Tass) - The fund for support of
victims of the Sayano-Shushenskaya hydropower plant's accident, the
families of the killed has received more than 16 million and 57 thousand
roubles in donations, the press service of the RusHydro company that
operates the HPP reported earlier.
"Over three weeks of the implementation of the programme "We are with
you, Sayany!" the heads and staff members of electric power industry
companies, as well as all not indifferent people responded to the RusHydro
appeal to support by donations the accident victims," a company official
noted. People continue to transfer money.
According to a RusHydro press release, over 100 families, including 75
families of deceased and missing workers as a result of the accident at
the Sayano-Shushenskaya HPP have received assistance from the Social
Assistance Centre of JSC RusHydro. The Centre was created in the village
of Cheryomushki for the purpose of rendering social assistance to the
families of the victims of the accident that happened on 17 August, 2009.
The work is being carried out by a group of RusHydro specialists (lawyers,
economics, directors of hydro-electric power stations, and specialists of
RusHydro subsidiaries, etc.). Until 28 August, the Centre was working
round-the-clock, and since then it has been operating according to regular
daily working hours.

.RF-Ukraine govt agt on Khmelnitsky NPP to be drafted late Sept.

MOSCOW, September 23 (Itar-Tass) - Russian and Ukrainian experts have
agreed to prepare by the end of September a text of the draft
intergovernmental agreement on the construction of the third and fourth
power units of the Khmelnitsky nuclear power plant. The document will
become a legal and contractual base for the completion of the construction
of the power units.
The sides agreed on this at Russian-Ukrainian talks held in the
Russian capital earlier this month on the project for the construction of
two power units in Ukraine. Taking part in the negotiations were the
leadership of Russia's Atomstroiexport and Ukraine's
AtomProjectEngineering, it is said in a report of the Russian company.
The report says that "within the framework of the talks the sides also
discussed the powers and responsibility of the sides at different stages
of the designing, construction and putting into operation of the power
units." "The Russian side considers optimal a variant of Atomstroiexport's
full responsibility for the implementation of the entire complex of works
for the construction of power units No 3 and 4 of the Khmelnitsky NPP on
the general contractor terms with the right of independent attraction of
subcontractors and sub-suppliers under this project," it is stressed in
the document. Atomstroiexport confirmed readiness to continue the talks
and present to the Ukrainian side any additional explanations on this
project.
The Russian company said that Ukraine had announced an international
tender for the selection of the reactor type for the construction of the
third and fourth power units of the Khmelnitsky NPP in March 2008. Taking
part in the tender were the American company Westinghouse that soon
withdrew its bid, Atomstroiexport and the South Korean Korea Electric
Power Corporation. On October 13, 2008, the Russian project of the reactor
offered by Atomstroiexport got the approval of the Ukrainian Fuel and
Energy Ministry.

.Three underwater quakes registered in Kurils area.

YUZHNO-SAKHALINSK, September 23 (Itar-Tass) - Three earthquakes
occurred in the area of the Kuril Islands overnight, the strongest of them
measuring 5.0 points.
The Geophysical Service of the Russian Academy of Sciences reported on
Wednesday that the quake epicentre was located 300 kilometres northeast of
the Kurilsk town on the Iturup Island and 615 kilometres southwest of
Severo-Kurilsk on the Paramushir Island, the seismic focus was at a depth
of 80 kilometres under the seabed.
Two other night earthquakes had the magnitudes of 3.9 and 4.0 points,
their epicentres were also located in the Pacific Ocean east of the
Kurils. According to the Yuzhno-Sakhalinsk seismic station, none of the
three quakes was felt in the territory of the Sakhalin region to which the
Kuril Islands belong.
