Humanity faces turning point in modern history - Medvedev.



UNITED NATIONS, September 24 (Itar-Tass) - Humanity is going through a
turning point in modern history, and it's the United Nations, above all,
that is to give answers to new challenges.

The United Nations is a
time-tested mechanism of harmonizing the interests of various countries,
Russian President Dmitry Medvedev said at his speech at the 64th session
of the United Nations General Assembly.
"The current session of the United Nations General Assembly is taking
place at an extremely difficult and responsible time. We, without
exaggerating, are going through one of the turning points in the
development of modern history. Apart from the economic crisis - the first
large-scale crisis of the globalization era - the world development
continues to be threatened by regional and local conflicts, terrorism,
cross-border crime, food shortages and climate change," Medvedev went on
to say.
"Most countries are still feeling the crisis consequences. Although
apparently we've managed to avoid the worst scenario, the question remains
open: how will the world and national economies overcome enormous
imbalances and deficits measured in trillions of dollars?> Medvedev asked.
"The unifying agenda has been prompted by life. This explains a
growing demand for the United Nations which is a time tested mechanism of
harmonizing the interests of various countries," the Russian president
emphasized.


.Irresponsible regimes shouldn't quarrel other countries - Medvedev.

UNITED NATIONS, September 24 (Itar-Tass) - In his speech at the 64th
session of the United Nations General Assembly Russian President Dmitry
Medvedev said that irresponsible regimes shouldn't be given a chance to
quarrel other states with each other.
In order to avoid the repeat of August 2008 when a local armed
conflict could have grown into a large-scale war, clear-cut and effective
mechanisms are needed to implement the principle of indivisibility of
security, Medvedev said.
"Without that we will be unable to step over the legacy of the past
era and get rid of the persistent prejudices," the Russian president
emphasized.
"We are sure that the use of force can only aggravate a situation.
That was proved by the irresponsible attempt of the Georgian authorities
to solve problems in relations with South Ossetia by military means,"
Medvedev stressed.


.PM Putin arrives in Salehard.

SALEHARD, the Yamal peninsula, September 24 (Itar-Tass) - Russian
Prime Minister Vladimir Putin arrived in Salehard for a working visit
early on Thursday.
He will attend a ceremony of unveiling a new railway bridge over the
Yuribei Rivder which is part of a railroad leading to the Bovanenkovo gas
deposit.
Prime Minister Putin will also hold a confernce devoted to the
development of gas deposits on the Yamal penninsula.
Representatives of GAZPROM, Lukoil, NOVATEK and other companies that
develop Yamal's gas fields will take part in the meeting with Putin.
Vladimir Putin will also meet the Governor of the Yamal-Nenets
Autonomous Region Yuri Neyelov.


.Russia to continue nuclear weapons cuts - Medvedev.


UNITED NATIONS, September 24 (Itar-Tass) - "Russia will firmly move
along the path of verifiable and irrevsersible nuclear weapons cuts - a
vital element in the 'new start' of our relations with the United States,"
Russian President Dmitry Medvedev told the 64th session of the United
Nations General Assembly.
In July 2009, President Medvdev and U.S. President Barack Obama signed
a document on signing a future legally binding treaty and coordinated a
mandate for future talks. The new treaty is supposed to replace the START
which is expiring this December.
President Medvedev drew parallels between strategic offensive and
defensive arms.
"We consider the recently announced adjustments in the U.S. plans to
deploy its anti-missible defence shield to be a constructive step in the
right direction which has deservedly received positive responses from the
wordl community ," Medevedev went on to say.
The Russian president confirmed that the Russian side was ready to
discuss the U.S. proposals and Russian initiatives with an aim to reach
mutually acceptable agreements.
"I hope that work over a new treaty will in full mesure take account
of the provisions of the new document that was approved by the U.S.
president and myself at our Moscow meeting, " the Russian leader stressed.


.Medvedev urges other nuclear powers to join Russian-US disarmament
efforts.

UNITED NATIONS, September 24 (Itar-Tass) - In his speech at the 64th
session of the United Nations General Assembly Russian President Dmitry
Medvedev said that other nuclear powers should also join the
Russian-American disarmaments efforts.
"We believe that other nuclear powers should also join the disarmament
efforts of Russia and the United States. It's not necesary to wait for
further progress in the Russian-American disarmament process. One can
start coordinating in advance acceptable and practical schemes that will
take account of differences in the size of the potentials," the Russian
leader emphasized.
