Georgia's anti-Russia initiative unlikely to be backed at PACE.
STRASBOURG, October 1 (Itar-Tass) - The issue of revision of powers of
the Russian delegation will be discussed on Thursday by the Parliamentary
Assembly of the Council of Europe (PACE). The RF delegation refused from
taking part in the debates and most of its members will not be present at
the assembly hall.
Seventy-two parliamentarians from various Council of Europe member
states submitted to the Assembly a draft resolution titled
"Reconsideration on substantive grounds of previously ratified credentials
of the Russian delegation," that implies Moscow's stance on the situation
in South Ossetia in August 2008 and its recognition of sovereignty of
Sukhum and Tskhinval.
However, a key monitoring commission has already opposed the revision
of Moscow's powers in Strasbourg and turned down amendments on stripping
the Russian delegation of the vote.
In this connection RF delegation members predict a failure of the
Georgian initiative to strip Moscow of powers. "The majority in PACE take
a reasonable stance and realise the advantages of a dialogue and
constructive relations with Russia," deputy head of the RF delegation,
first deputy chairman of the international affairs committee of the state
Duma lower house of parliament Leonid Slutsky told Itar-Tass.

.RF military doctrine drafting to be completed late 2009-Patrushev.
BREST (Belarus), October 1 (Itar-Tass) - The work on Russia's military
doctrine will be completed before the end of 2009 and RF partners in the
Collective Security Treaty Organisation (CSTO) will be familiarised with
it, Secretary of the Russian Security Council Nikolai Patrushev told
Itar-Tass.
"We are working out this new military doctrine and I hope this work
will be completed by the end of this year or at the beginning of next
year," he said.
According to Patrushev, the "military doctrine will logically meet
parameters outlined by the National Security Strategy that was adopted
this year."
He also stressed that in the course of the doctrine clauses
development the secretariat of the Security Council received many
proposals from political institutes and research establishments of the
country. Patrushev noted that these proposals will be certainly taken into
account in the development of the doctrine.
"Russia will also work on the military doctrine will our CSTO
partners," the RF Security Council secretary noted.
Patrushev also said that it is planned to hold a presentation of the
National Security Strategy of Russia for the leadership of the CSTO member
states during which explanations and commentaries will be provided.

.No major unemployment growth in Russia expected this year-Zhukov.
ST. PETERSBURG, October 1 (Itar-Tass) - No major growth of
unemployment is expected in Russia this year, RF Deputy Prime Minister
Alexander Zhukov told reporters in Petersburg on Wednesday.
According to the official, "So far, starting from April 2009 when we
had the unemployment peak (some 2.2 million unemployed) we observe a
decrease in the number of registered unemployed." He cited data suggesting
that over the previous week - from September 16 to 23 - the number of
unemployed decreased by more than 9 thousand. The total number of Russians
registered as unemployed is now 2 million and 77 thousand.
Zhukov at the same time did not rule out a possibility of a certain
unemployment growth in the autumn months. "The annual tendency is that the
number of unemployed increases in autumn, and this is caused not by the
crisis, but by the seasonal nature of works, in particular, agricultural,"
he noted.

Bank of Russia buys some $2,6 bln in 2 days - Ignatyev.
MOSCOW, October 1 (Itar-Tass) - The Central Bank of Russia (CBR) on
Wednesday bought about 600 million US dollars on the market and on Tuesday
- some 2 billion US dollars, CBR Chairman Sergei Ignatyev told journalists
on Wednesday. He said that the Bank of Russia in early September was
selling currency - some 500 million US dollars.
Ignatyev also confirmed, according to Prime-Tass, that Russia is
moving towards inflation targeting and a free exchange rate mechanism. At
the same time he noted that as Russia "has a strong dependence on oil,"
the Russian economy is open, finances can come and go, he would not make
statements to the effect that in the next several years the Bank of Russia
will fully leave the currency market.
