Chubais agrees with tech watchdog conclusions on HPP accident.

MOSCOW, October 4 (Itar-Tass) - Former CEO of the UES of Russia
electric power utility company Anatoly Chubais has agreed that the
commission that investigated the causes of the Sayano-Shushenskaya
hydropower plant accident rather fully reflected the causes of the
accident that killed 75 people.

Chubais who is currently Director General of the RUSNANO State
Corporation has been named among the persons implicated "in the creation
of conditions conducive to the accident."
"I believe that conclusions of the Federal Service of Environmental,
Technological and Nuclear Supervision (Rostekhnadzor) rather fully reflect
the technical causes of the accident. As for my responsibility - I am
responsible for everything that happened in the sector under my
leadership. And the death of 75 my colleagues - power engineers is a most
severe tragedy for me personally," Chubais stressed to reporters.
According to him, he had to sign the acceptance act for the
Sayano-Shushenskaya HPP exploitation in 2000. "By that time the power
plant had worked more than 20 years. And a working station not put into
operation is the worst of variants that could happen," Chubais said.
"It is little known, but power engineers had for many years to work
with high risks - the available resources were just enough for the most
critical units of the country's energy system. To shut down the
Sayano-Shushenskaya HPP at that time in the conditions of the electricity
consumption growth and to wait for years for investments for the
replacement of the impulse wheels of hydropower units would be a
catastrophe for the economy of Siberia and millions of citizens living
there," believes the former UES of Russia head.

.Russia to provide $50 mln for poor in developing countries.

ISTANBUL, October 4 (Itar-Tass) - Russia will provide 50 million US
dollars for the protection of the poor in developing countries. The funds
are to be provided in the form of a grant to the World Bank Trust Fund
within the framework of the urgent measures of social support.
RF Vice Prime Minister, Finance Minister Alexei Kudrin signed the
corresponding agreement with WB President Robert Zoellick on Saturday
evening.
The first tranche of 20 million US dollars will be provided by Russia
already in 2009 and the next two tranches 15 million US dollars each will
be transferred in 2010-2011, Kurdin said. He noted that this initiative on
the support of the poorest nations in crisis was backed by RF President
Dmitry Medvedev at the G20 summit in London. "Today we in essence have
fulfilled the president's instruction and are considering additional
possibilities for contribution, but on a bilateral basis with the
countries that are also poverty-stricken," Kudrin noted.

.RF negotiating with World Bank loan worth $2-4 bln.

ISTANBUL, October 4 (Itar-Tass) - Russia is discussing with the World
Bank the getting of a loan worth from 2 billion to 4 billion US dollars,
RF Vice Prime Minister, Finance Minister Alexei Kudrin said after talks
with WB President Robert Zoellick on Saturday evening.
"We discussed a possibility of getting a loan worth from 2 billion to
4 billion US dollars," Kudrin said. The vice prime minister explained that
Russia is interested in an accelerated simplified procedure of getting the
loan. However, the loan volumes will depend on the conditions. The
corresponding talks will be held within the next several months.
RF Deputy Finance Minister Dmitry Pankin explained to journalists that
Russia will seek a financial loan that does not envisage any strict
conditions for its use. "If this loan is conditioned by some questions,
for instance, such as we should alter our economic policy and coordinate
it on a certain system of measures, then perhaps we will not take the
financial loan if it will be conditioned by something," said the deputy
minister.
The financial terms of its provision and servicing will be considered
in the decision making on the loan. "If it is less expensive than
Eurobonds then we will take it," Pankin stressed. He also noted that the
decision to take the loan or not has not been made yet.
If the decision is positive the loan will be attracted in 2010 within
the total sum of external borrowings of 17.8 billion US dollars. The
specific sum will depend on Russia's needs in the attraction of funds and
the situation on the capital market.
Pankin said that Russia does not plan to draw loans from the European
Bank for Reconstruction and Development and other international financial
organisation for financing the budget deficit.

Serbia FM arriving in Moscow to discuss bilateral relations.

MOSCOW, October 4 (Itar-Tass) - Serbian Foreign Minister Vuk Jeremic
will arrive in Russia on Sunday for a three-day working visit. On Monday,
October 5, he will hold talks with his Russian colleague Sergei Lavrov.
The two foreign ministers will discuss "the whole range of
Russian-Serbian cooperation, as well as interaction in the international
arena," sources in the Russian Foreign Ministry told Itar-Tass. "One of
the most important tasks is to prepare Russian President Dmitry Medvedev's
visit to Belgrade on October 20, 2009, that is timed to the 65th
anniversary of liberation of the Serbian capital by soldiers of the Red
Army and the People's Liberation Army of Yugoslavia from fascist
occupation," the ministry stressed.
In the run-up to Jeremic's visit to Moscow the RF Foreign Ministry
highly assessed Russian-Serbian relations. "The two countries maintain an
intensive political dialogue, including contacts at the top level and
within the governments' framework," it said. The ministry drew attention
to the fact that "one of the key directions in Russian-Serbian interaction
in the foreign political sphere is the advancement of corresponding to
international law approaches to the Kosovo problem settlement."
"Proceeding from illegitimacy of the unilateral declaration of
independence by Kosovo Albanian power bodies in Pristina in 2008, Russia
supports the legitimate actions of Belgrade that are aimed at the
protection of territorial integrity and sovereignty of Serbia," the RF
Foreign Ministry noted.
