Cell phone subscribers in Turkmenistan exceed two million

ASHGABAT, October 31 (Itar-Tass) -- The number of mobile telephone
users in Turkmenistan has exceeded two million, President Gurbanguly
Berdymukhamedov told the Cabinet of Ministers on Friday.
"At present the third unit of the cellular communication system is
being installed in the capital," he said, adding he was a firm supporter
of the introduction of the newest system of communication in various
spheres of the national economy and education.
The Turkmen president said with satisfaction that the secondary
schools and institutions of higher learning had access to the global
Internet and that the users of mobile phones had a chance of gaining
connection to it, too.
Berdymukhamedov instructed the government to immediately start
developing a project for the creation of a unified urban electronic system
of communication similar to the one that exists in the country's regions,
and eventually, of a unified electronic system of communication covering
the whole territory of the country.
Berdymukhamedov said there were plans for creating an up-to-date
system of government communication, which would make it possible to make
decisions promptly on the basis of on-line information from the scene of
this or that event.
"The territory of Turkmenistan as it is, the introduction of such a
unified information system would enable us to achieve high economic
results," the president said.
The Russian company MobileTeleSystems (MTS) is Turkmenistan's largest
mobile phone operator. MTS-Turkmenistan subscribers last October exceeded
1.5 million. The national operator Altyn Asyr (Golden Age) of
Turkmentelecom holds second place.


.Drunk driving-related accidents down 40 pct - traffic police.


MOSCOW, October 31 (Itar-Tass) -- The rate of drunk driving-related
incidents in Russia has been down by 40 percent, the director of the
Interior Ministry's road traffic safety department, Colonel-General Viktor
Kiryanov, told the media this week.
He attributed the decline to measures to tighten punishments for
drunk drivers.
"We have observed a 40-percent reduction in the number of such
incidents," Kiryanov said.
Also, according to the traffic police chief, there were fewer traffic
incidents on zebra crossings.
"These days drivers drop speed to give way to pedestrians more often
than before, although not always," he said. This is a result of higher
fines for this type of abuse, too, Kiryanov believes.
The influence of amendments to legislation concerning punishment for
traffic rules violations will be high on the agenda of the first world
ministerial conference on road safety, due in Moscow on November 19-20.


.Antitrust abuse punishable as criminal offense in Russia from no on.


MOSCOW, October 31 (Itar-Tass) -- Antitrust legislation abuse in
Russia from now on will be punishable as a criminal offense, and those
found guilty may face a prison term of up to six years. This measure,
which took effect on Friday, October 30, will apply to those responsible
for multiple abuse of office or anti-trust violations that led to the
ruining of other persons' property, the Federal Antimonopoly Service (FAS)
said earlier this week.
Criminal punishment has been introduced for obstruction to,
restrictions on, or elimination of competition.
"Punishment for this will be applied, if the restriction of
competition was accompanied by heavy material damage to individuals, legal
entities or the state and resulted in or contributed to deriving large
incomes," the FAS said, adding that the term "large income" applied to
amounts of cash over 5 million rubles, and "very large income", to 25
million rubles. The damage exceeding one million rubles and three million
rubles is recognized as large and very large respectively.
"Abuse of the dominating position is recognized as a multiple abuse,
if it occurred thrice over a period of three years. It will entails a
prison term of up to three years," the watchdog said.
In case of violations accompanied by the abuse of office or those that
resulted in the destruction or damage to other persons' property the
punishment is tightened and the prison term may be increased to six years
and a five of up to one million rubles.
