Belarus places restrictions on pork imports from Russia.

MINSK, November 5 (Itar-Tass) - Belarus placed restrictions from
Wednesday on imports of pork from all regions of Russia. The measure
applies to pork products and pork raw material, the press service of the Belarussian Agriculture Ministry reported, citing a worsening of the epizootic situation around African swine fever in the Russian Federation.

The ministry declared, as null and void, all the permits for the
imports of pork, pork products and pork raw material from Russia, issued
earlier.


.Govt to mull measures to increase effectiveness of state monopolies.

MOSCOW, November 5 (Itar-Tass) - The presidium of the Russian
government will consider measures at its meeting on Thursday to increase
the effectiveness of state monopolies and decrease costs in power
generation. It will also discuss stimuli for import substitution. Energy
Minister Sergei Shmatko will report on the issue.
A government source said "the measures are largely intended to apply
to power generation companies and the fuel and energy sector, in which the
state holds a controlling interest."
It is planned to save 56 billion roubles in 2009-2010 thanks to energy
conservation measures, while another 138 billion roubles are expected to
be saved by decreasing investment costs, including the expenditure on
construction.
In addition, a stage-by-state upgrade of the old system of tariffs is
underway. It envisions the tariff rate proportionate to the profitability
to invested capital.
Earlier, the Energy Ministry developed and submitted to the government
the energy strategy of the country's development until 2030, which spells
out the key targets in cost reduction.
For example, it is planned to decrease the loss of power in networks
during transmission from the current 12 percent to just 8 percent.
At the same time, to offer stimuli to private companies to reduce
costs and enhance energy effectiveness, the government proposes to
introduce a tax incentive for newly built capacities and work out a rating
of private companies by such indicators as the decrease in operation and
investment costs.
Minister of Industry and Trade Viktor Khristenko will report on how
the government is implementing the measures to develop the most promising
branches of industry, in terms of import substitution.
The Ministry of Industry and Trade believes that much work had been
done in car making, the timber and light industries, and pharmaceuticals.
"Customs duties on imported equipment whose analogues are not produced
in Russia have been cancelled or considerably reduced, and a phased
schedule of increases in customs duties on exports of rough timber has
been drawn," an official at the Ministry said.
As of now, the timber industry is currently implementing 75 priority
projects on in-depth processing of timber, and the manufacture of products
which had previously been imported or produced in insufficient quantities.
Timber companies are entitled to free subsidies from the federal
budget to compensate part of the expenses to pay interests on loans
extended by Russian loan institutions for retooling projects.
The Ministry believes that the regulatory enactments adopted in
2007-2009 ensure the development of the timber and light industries to a
sufficient extent in the area of stepping up import substitution which
should depend on the domestic demand.
The government also endorsed the strategy of the development of the
pharmaceutical industry until 2020 and the list of 30 promising projects,
including those aimed at import substitution.
Khristenko is expected to propose for ratification an agreement on
licensing rules in the sphere of foreign trade. The document was signed
within the framework of the meeting of the Interstate Council of the
Eurasian Economic Community at the level of prime ministers, which took
place in Moscow on June 9, 2009.
The agreement sets the procedure for issuing licenses and permits for
exports and imports of goods on the uniform list of goods, to which bans
or restrictions apply in exports or imports by the member-states of the
Customs Union within the Eurasian Economic Community in trade with third
countries.
Also, the Cabinet will consider the agreement on the procedure of
introducing and applying the measures on foreign trade in goods in the
single customs space with respect to third countries.
At the end of the Cabinet meeting, Minister of Sports, Tourism and
Youth Policy Vitaly Mutko will propose amendments to the provision on his
department.
The amendments propose to make the Ministry responsible for
determining the procedure for funding and the norms of expenditure for the
organization of sport events on the uniform schedule of regional,
all-Russian and international competitions.
