We must balance the market for information dissemination: MNA director

TEHRAN, Nov. 28 (MNA) – In an address to the OANA meeting here on November 15, the managing director of the Mehr News Agency called for more efforts to balance the market for the dissemination of information.

Parviz Esmaeili made the suggestions in his opening speech to the 31st Executive Board Meeting (EBM) and the 25th Editorial-Technical Experts Group (ETEG) Meeting of the Organization of Asia-Pacific News Agencies (OANA).


Following is the full text of his speech:


In the name of God.


First of all, I’d like to extend my warm welcome on behalf of the Mehr News Agency to all respected guests and delegates attending this important meeting.


I deem it necessary to express my deep gratitude to OANA members states’ ambassadors to Tehran, Iranian MPs, political figures, scholars, and media science professors, the directors of the Tehran offices of foreign media news outlets, and the respected managing directors of domestic publications, news agencies, and media outlets who kindly accepted our invitation.


I also take the opportunity to recognize the presence of Culture and Islamic Guidance Minister Seyyed Mohammad Hosseini at this meeting.


I also appreciate the attendance of my dear brother, OANA President Ahmad Mukhlis Yusuf, at this event.


Dear audience, ladies and gentlemen:


It is no secret to anyone that in the present era, the unique role of the media in informing public opinion is irreplaceable. Today, even those who possess power and wealth cannot violate the rights of others and be heedless of the reaction of public opinion. For this purpose, they allocate a huge amount of funds to distort the news. They use the motto “free information society” but on the other hand they impose an undemocratic North-South model in the realm of dissemination of information through their monopolization of language and modern communication technologies and equipment. Such a plan faces challenges from the spirit of cooperation which exists in organizations like OANA, which has a strong structure for the expansion of South-South cooperation and “Global Media Balancing”.


Although the advancement in information-communication technologies creates challenges for those countries that have fallen behind, at the same time it provides the impetus to strengthen cooperation among OANA members to raise their awareness in line with their common interests and to exchange news and cooperate in the technical and educational spheres.


OANA is the union of our abilities. We are four billion of the world population. More than half of global trade and gross world production as well as 60 percent of the world’s water territory belong to us. Even more importantly, we live in a region of the world with thousands of years of culture and civilization, and we have great human and natural resources. What we do not have is time. We should organize a strong information network according to common interests by using our unique facilities and our own news sources.


Establishing closer relations, promoting multilateral cooperation, and relying on each other’s news sources instead of Western sources are essential steps to take in order to prove that “We are not South.”

Dear colleagues,


The establishment and improvement of relations and cooperation with Asia-Pacific countries, the Non-Aligned Movement, the Organization of the Islamic Conference, and other independent countries are the priorities of the Islamic Republic of Iran’s main strategies. Along the same lines and to achieve this ultimate aim, during its six-year history, the Mehr News Agency, which is active in six international languages with dozens of news items and photo productions per day, has made use of technical and professional news standards through professional cooperation with all news agencies that are OANA members in the form of bilateral and multilateral agreements and memorandums of understanding.


Along the same lines, with the great efforts of the Mehr News Agency, the laudable cooperation of the officials of the Islamic Republic of Iran News Agency (IRNA), the contributions of the OANA president at the time, Azman Ujang, finally, the Organization of Asia-Pacific News Agencies (OANA) accepted Mehr as the fortieth member of the organization during its 13th General Assembly Meeting in Jakarta, Indonesia in December 2007.


Ever since then, the Mehr News Agency has been making efforts to be an active member in all professional news and information dissemination fields and to play a role within the framework of the organization.


The close intimate relationship that Mehr has established with OANA members over the past two years at OANA meetings and other media events attests to this claim.


The Mehr News Agency is proud of being the host of the distinguished brothers and sisters of the OANA members just two years after its membership was approved by the General Assembly.

Honorable Friends,


In light of the continuous and profound developments in information technology, the Mehr News Agency named the Tehran meeting “A Quest for Global Media Balancing” -- which can be viewed from different angles:


A correct understanding of the opportunities and threats emanating from the convergence of national and international processes, which is itself the result of information technology and transcends land, water, and air borders, requires balancing and interactions.


In light of the pervasive influence of the Internet, the media should pave the way for the exchange of views and make efforts to elevate the level of culture, knowledge, and awareness through interaction and efforts to create balance instead of quarrels and opposition.


Despite the damage caused by the hegemonistic powers over the course of history, the residents of ancient Asia share the characteristics like peace, friendship, and kindness, and they are still seeking balance and interaction with other countries. OANA’s spirit of cooperation originates from such a rich culture.


Esteemed colleagues:


At the end of the speech, I suggest the following subjects for OANA regarding the opportunities provided by the digital communication era to us, our nations, and future generations:


- Developing policies for OANA member nations to facilitate their access to information networks and communications equipment;


- Balancing the market of dissemination of information to increase competition and improve the quality of news production;


- Establishing technical-legal expert working groups to find solutions in order to increase respect for private and public rights;


- Drafting comprehensive, deterrent, and obligatory laws to protect the intellectual property rights of news items;


- Increasing the reliability of news sources of OANA members by challenging opaque underground sources;


- Finding solutions for the major security and legal weaknesses of Internet networks;


- Devising legal, practical, and collective strategies to improve morality and professional conscientiousness;


- Supervising social cohesion against the information gaps as well as building virtual societies;


- Confronting the modern types of censorship including the massive dissemination of disinformation;


Again, I cordially express my gratitude to our respected foreign and Iranian guests who accepted Mehr’s invitation to attend this great international media event.
