Lack of pre-school institutions in Shymkent
Shymkent, December 01, 2009, Khabar – The problem of shortage of places in pre-school establishments was discussed during the interactive dialogue with President Nursultan Nazarbayev with Kazakhstani citizens. The President instructed the local executive bodies to exert . maximum effort, to improve the situation with kindergartens. Son of Marina Nizovkina is little over a year, but the young parents already think whether they would succeed to set their child to kindergarten when he turns 3 years old. Marina had applied in city educational department and her number in line is a five-figure.
Marina Nizovkina, Shymkent resident:
- No nurse will give such a good training, as in public kindergartens. I really hope something somehow will shift from dead center in connection with the recent speeches of the President of the country.
The parents whose children are more than three years even more concerned about this problem. Currently only third part of preschool children attend kindergartens in Shymkent. This is 14 thousand children.
The leadership of Shymkent has already elaborated several quick and effective measures. Private kindergartens, so called mini centers will be opened soon.
Arman Zhetpisbayev, Shymkent mayor:
- We created 12 such centers during last 3 months and 20 more applications from our businessmen are being considered now. We plan to open 30 more kindergartens during the first six months of the next year. They will present 50 seats and welcome 1,5 000 kids.
Nowadays 46 public kindergartens function in the city and 72 buildings are used for other purposes. Third part of them is occupied by state structures and these buildings must be returned. And 48 buildings of kindergartens that were bought by entrepreneurs will also be returned to state property.
Arman Zhetpisbayev, Shymkent mayor:
- 10 more kindergartens will be put to exploitation by September 1 of the next year. People want to sell and we want to buy for cheaper price. Expenditures for returning and purchasing is twice cheaper in comparison with the expenditures for construction.
And there are variants when the owners of buildings are ready to become state partners in arranging of kindergartens. Besides, the city plans to build 7 new pre-school institutions and construction will be begun the next year.
