All OSCE states to study RF President's proposal--view.
ATHENS, December 1 (Itar-Tass) - Greece is convinced that the proposal made by President Dmitry Medvedev of the Russian Federation about a European security treaty will be attentively studied by all
member-countries of the Organization for Security and Cooperation in
Europe (OSCE), Grigoris Delavekuras, spokesman of the Greek Foreign
Ministry, told journalists on Monday.
In response to a question whether the draft new European security
treaty, suggested by the President of Russia, will be discussed at a
December 1-2 session of the OSCE Foreign Ministers' Council, Delavekuras
answered that Greece "received President Medvedev's proposal which, I am
sure, will be attentively studied by all the member-states".
"We expect that Russian Minister of Foreign Affairs Sergei Lavrov, who
is currently here, will additionally discuss the contests of the
proposal," the Greek Foreign Ministry spokesman said.
Delavekuras said Greece promoted the launch of the so-called Corfu
Process during the OSCE ministerial meeting on the island of Corfu
(Kerkyra) on the strength of discussions held by high-level
representatives of OSCE countries in Helsinki.
"When on Corfu, all the participating states clearly pledged that they
want to participate in discussions on the working out of a new security
system in 21st century Europe," he said.

SEOUL, December 1 (Itar-Tass) - The Democratic People's Republic of
Korea (DPRK) has sharply raised the rate of the national currency, for the
first time in the past 17 years, the South Korean Yonhap news agency
reported on Tuesday. The re-denomination of the North Korean won, as is
believed in Seoul, has been prompted by the need to fight inflation and
attempts to crack on black market trade.
The new exchange rate is100 to one, or, in other words,1,000 old won
are exchanged for ten new ones. The North Korean government's decision
turned out to be quite unexpected to the local market. One of the sources
said people had been caught unawares. Many who had some money hoarded
rushed to the blackm arket to change the old won into Chinese yuan or US
dollars. As a result, the exchange rate of the latter currencies rose
steeply.
This is the first revaluation of the North Korean won in the DPRK
since 1992. Ever since the DPRK was founded in 1947, currency in that
country was exchanged on a one-to-one scale four times.
This move, it is believed in Seoul, is aimed primarily at fighting
inflation, for after the timid economic reforms of 2002, which were
intended to make payments and prices more realistic, the rate of the
national currency sharply declined.
By means of the monetary reform, the DPRK authorities seek to attract
resources that circulate in the underground economy, as well as the
monetary accumulations of the country's citizens who work abroad. Local
experts link this decision by Pyongyang with a campaign launched
throughout the country to revitalise the nationaleconomy by the year 2012
when the DPRK will be marking the centenary of the birth of Kim Il Sung,
the founder of the Socialist state.
The authorities of South Korea estimate reports to this effect with
caution, for Pyongyang has not so far made an official announcement, as it
did in 1992. A spokesman for the Republic of Korea's Unification Ministry,
which is in charge of North Korean problems, said the authorities had
been unable to confirm those reports so far.
.Kamchatka to establish fish reserves for vets next year.
PETROPAVLOVSK-KAMCHATSKY, December 1 (Itar-Tass) - In 2010, following
the beginning of commercial catch of salmon fishes, the Kamchatka
Territory (KT) will establish reserves of fish and fish products for sale
to the veterans of the Great Patriotic War, low-incomed families and those
with many children through a specialised social shop Veteran here, Boris
Nevzorov, Chairman of the KT Legislative Assembly, announced on Tuesday.
"Our war veterans, our families with many children must be provided
with the best food at the lowest prices," Nevzorov said, pointing out that
the stock of food rated as delicacies will be created with due regard for
yearly requirements.
KT Governor Alexei Kuzmitsky adheres to the same opinion. "Kamchatka
producers' fish and fish products must be sold to the brackets of citizens
entitled to benefits literally at prime cost," he said.
.Manned spaceship Soyuz undocks from ISS.
KOROLYOV, Moscow Region, December 1 (Itar-Tass) - The Russian manned
spaceship Soyuz with three cosmonauts on board undocked from the
International Space Station at 06:56, Moscow time and set out on a return
journey to Earth, Valery Lyndin, spokesman of the Flight Control Center,
has told Itar-Tass.
"At 10:16, Moscow time, the descent module of the Spaceship Soyuz
TMA-15, carrying Russian cosmonaut Roman Romanenko, European Space Agency
astronaut Frank De Winne, and Canadian astronaut Robert Thirsk, is to land
in Kazakhstan's steppe, about 85 km north of the Kazakhstani city of
Arkalyk," Lyndin said.
