Equipment depressurization triggers Angarsk plant blast.
MOSCOW, December 6 (Itar-Tass) -- The depressurization of the
high-pressure equipment triggered a hydrogen explosion at the Angarsk
catalyst and organic synthesis plant in the Irkutsk region, the company
said in an official report on Sunday.
The blast destroyed a power control room, a control room and the pump
room in a high pressure block of the unit for the production of hydraulic
oils. The blast did not cause a fire. The blast destroyed about 300 square
meters of the plant. According to the preliminary reports, the explosion
is of man-made nature. No pollution threat exists.
Currently the Angarsk Petrochemical Plant and the catalysts and
organic synthesis plant are taking all necessary measures to eliminate
aftermaths of the man-made crash and to prepare for the resumption of the
production.
Mechanic Eduard Aslamov died in the blast. His family will receive all
the necessary assistance under the Rosneft standards.
The Russian oil major Rosneft has already stated about substantial
investments not only in modernization, but also in heightening production
safety.
The explosion went off 03.04 p.m. Moscow time on Sunday at the shop
for processing oil products, Olesya Kukuyeva from the Siberian emergency
situations center told Itar-Tass.
Some 120 meters of roofing caved in as result of the explosion.

PERM, December 7 (Itar-Tass) -- The identification of all people who
died in the fire at the Lame Horse nightclub in Perm is over, the Perm
territorial emergency situations department told Itar-Tass.
The emergency situations department and the Perm territorial
government reported that 111 people died in the fire. All of them were
identified. The full name list of the victims was posted on the websites
of the Perm Territory and the territorial emergency situations department.
On Sunday, the Perm mortuary began to give the bodies of the fire
victims to the relatives for funerals. According to the Perm emergency
situations department, 32 bodies of the fire victims were brought to the
relatives on the first day. The sorrowful procedure will continue on
Monday.
"This tragedy touched all of us. All of you had relatives and
acquaintances here. I express sincere compassion to you. We are mourning
together with you. The whole city, the Perm Territory, the whole country
empathize with your grief. We are trying to render any assistance,"
Governor of the Perm Territory Oleg Chirkunov said.
The governor also thanked all those who saved people in the first
minutes of the tragedy - firemen, policemen, doctors and ordinary citizens
who rendered the first aid.
The authorities of the territory and the municipal entity decided to
allocate 100,000 roubles for the funeral of each fire victim. The budgets
of the city and the territory will allocate 12 million roubles for these
purposes, the Perm gubernatorial administration told Itar-Tass.
.Strong cyclone sweeping over Russia's Pacific coast, one missing.
YUZHNO-SAKHALINSK, December 7 (Itar-Tass) -- A strong cyclone is
sweeping over Russia's Pacific coast; a fisherman was reported missing in
the high seas.
On Sunday, despite the storm warning a 45-year-old man went fishing by
boat in the Tatar Strait from Lesogorsk, Uglegorsk district on the
Sakhalin western coast. The boat with the fisherman got missing amid the
high waves, local residents are searching for the fisherman, the district
police said.
The Primorsky Territory was the hardest hit of the storm with the
two-month norm of snow falling for the past day. The motor traffic was
hampered. The Vladivostok airport has not operated for two days, but it
got back to the schedule on Monday.
The cyclone has blocked the navigation on the Vanino-Kholmsk ferry
line across the Tatar Strait. Four sea-going ferryboats, each of which can
traffic 26 railway wagons and 100 passengers, came to shelter at the ports
Sovgavan and Vanino in the Khabarovsk Territory. The stormy winds in the
Tatar Strait reach 22 meters per second.
The weathermen said the cyclone will be raging in Sakhalin for one
more day and will go away in the Sea of Okhotsk on Tuesday, December 8.
