Russia to cooperate actively with UNIDO, says diplomat.

VIENNA, December 9 (Itar-Tass) - In spite of the ongoing financial
crisis, Russia has not reduced its donations to the UN Industrial
Development Organizations and it plans to continue active cooperation with the latter, Russian Deputy Foreign Minister Alexander Yakovenko said Tuesday.

"Relations between Russia and UNIDO moved to a new dimension this
year," he said. "Russia has become a donor of the organization and it
plans contributing $2.6 million annually to the organization's fund for
technological cooperation."
"The monies provided as the first donation will be used shortly to
carry out several projects in the countries of the Eurasian Economic
Community /Eurasec/ and in some African countries where Russian
technologies will be used," Yakovenko said.
Technologies produced in Russia will be used in the areas like the
upgrading of energy efficiency, recycling of industrial waste and
development of ecologically friendly industries.
"Now that the international community's attention is drawn to the
UN-sponsored conference on climate change underway in Copenhagen, UNIDO is
called upon to play unique role in working out the kind of responses to
climate challenges that won't undermine long-term economic growth in other
countries," Yakovenko said.
He believes the world economy will be much more energy efficient in
the future and many countries will be faced with the task of a transition
to new technologies then.
"We do have such technologies and here's where the new opportunities
for cooperation with UNIDO open up," Yakovenko said.
"Russia supports the organization's activity in agricultural
industries and the agricultural sector," he went on, adding that the
organization has gained a record of experience in the optimization of
agricultural processes.
This optimization envisions, among other things, the assimilation of
up-to-date ecologically friendly technologies,
"On the whole, our cooperation with UNIDO is well-balanced today and
Russian regions play an important role in it," Yakovenko said. "Regional
authorities invite UNIDO experts to do comprehensive expert studies of the
projects funded on the conditions of self-financing."
"In part, such projects are being implemented in Bashkortostan, Samara
and Voronezh regions," he said.

.Two militants killed drng special operation in Dagestan.

MAKHACHKALA, December 9 (Itar-Tass) - Operatives of the Russian
Federal Security Service FSB have killed two paramilitaries in the course
of a special operation in the town of Shamhal Termen near Makhachkala, the
capital of Russia's North Caucasus region of Dagestan.
"The paramilitaries were blocked at around 01:40 Moscow Standard Time
in a house on Stalin Street," a source at the FSB's regional branch told
Itar-Tass.
When the operatives offered them to lay down arms and surrender, they
opened chaotic fire in response.
The paramilitaries were destroyed by retaliatory fire.
Law enforcers have identified them as Andrei Buga, one of the leaders
of Makhachkala's paramilitary underground, and his wife Maryam
Magomedgereyeva.
A submachine-gun, a handgun, grenades, and big quantities of munitions
were found in the house.
The antiterrorist operation regime was imposed in the township to
carry out the special operation.

.Object resembling bomb causes train stoppage in East Ukraine.

DONETSK, December 9 (Itar-Tass) - A long-distance passenger train
heading from Sevastopol in the Crimea to St Petersburg had to make an
extra stop at the station of Merefa near the city of Kharkov, East
Ukraine, Tuesday night after an object resembling a bomb had been found in
a coach in the middle of the train.
The coach attended sighted it in one of the compartments.
At 18:10 Ukrainian time /16:10 GMT/, the train was pulled into a
sidetrack and an emergency evacuation of passengers began.
Somewhat later, at around 19:00 hrs local time, the devices was blown
up on the station's platform.
The traffic of all trains via Merefa was stopped during the operation.
At the time of reporting officers from the Ukrainian security agencies
were inquiring into the circumstances of the incident.
