Drug situation in Far East threatens APEC-2012 summit security.
SVOBODNY (Amur region), December 9 (Itar-Tass) - The drug situation in the Far East threatens security at an APEC summit in 2012, Director of the Russian Federal Service of Control of Drugs and Psychotropic Substances Circulation Viktor Ivanov said at a meeting here on Wednesday.
"We witness the fivefold epidemiological growth in the heroin
addiction rate for the last eight years. The scale of the problem is
obvious and constitutes a serious challenge to the territorial population
and a threat to security at an APEC summit in 2012," Ivanov said.
According to Ivanov, a high drug addiction level has been reported in
the whole territory for a long time. The territorial drug addiction rate
exceeds by 20% the average Russian indicators. "The army of drug addicts
living in Russia's Far East has formed a stable market outlet for all
kinds of drugs with a strong focus on the local production of
drug-containing cannabis," Ivanov noted.
Alongside, Ivanov emphasized that the drug situation in the Far East
is specific due to a rapidly growing trafficking of Afghan heroin and
synthetic drugs from China and Europe - approximately 5 and 9 times up,
respectively. "The Amur Region turned into the heroin gateways to the Far
East," Ivanov elaborated. "The border-crossing regime on the
3,000-kilometer Chinese-Russian border is not regulated sufficiently, as a
result China is trafficking massively synthetic drugs, potent medicines,
biological additives and mixtures," he pointed out.
A strategy of the state anti-drug policy under development is intended
to solve the problem. According to Ivanov, a draft strategy will be
approved in the first quarter of 2010.
As retaliatory measures to the transit of heroin and synthetic drugs
Ivanov proposed to create a center, which will specialize in the systemic
analysis of the drug situation in the region and special operations to
combat drug trafficking. "The center could be called the Far Eastern
observatory of drug trafficking in Northeast Asia," Ivanov added. He
instructed the chiefs of the Far Eastern branch of the State Drug Control
Commission to present a corresponding solution to establish such a center
by December 20.
