MOSCOW, December 13 (Itar-Tass) - A fire that broke out in a
half-empty building in central Moscow late on Saturday has been
extinguished.

Yevgeny Bobylev, the press service chief of the Moscow branch of the
Russian Ministry of Emergency Situations, told Itar-Tass that the fire
erupted in a three-storied building on Moscow's Tverskaya Street. There
are no casualties. The building was half-empty, and all the tenants had
been evicted from the second and third floors.
Police have established that the blaze started in a shop located on
the first floor. The fire's total area was less than 10 square meters.
The fire causes are to be established later.

.Medvedev, Obama discuss new arms treaty by phone.

MOSCOW, December 13 (Itar-Tass) - Russian and U.S. presidents, Dmitry
Medvedev and Barack Obama, discussed the preparation of a new strategic
offensive arms treaty by telephone on Saturday.
The presidents had a meaningful exchange of views on the results
attained in this field and prospects for completing the work over this
document, which is crucial for strategic stability.
Both presidents noted that their countries' delegations in Geneva were
working intensively and that substantial progress had been made at the
talks.
The Russian and U.S. leaders decided to give instructions to members
of their delegation to continue intensive dialogue in order to be able to
reach the final agreement on all issues.

.Bagapsh has strong lead in Abkhazian elections.

SUKHUM, December 13 (Itar-Tass) - According to preliminary reports,
Abkhazia's incumbent President Sergei Bagapsh has a strong lead in the
first presidential elections since Abkhazia proclaimed its independence.
After the vote count Bagapsh is leading practically in all the
constituencies, a source at the candidate's election headquarters told
Itar-Tass. He said that voters in one of the constituencies gave 1,200
votes for Bagapsh and 200 votes to the runner-up candidates. Even in his
native village the candidate Zaur Ardzinba is just 22 votes ahead of
Bagapsh.
Out of 1,113 voters at a polling station located in school No.10 in
Sukhum, 683 voted for Bagapsh and 243 for his chief rival Raul Khadzhimba.
The Central Electoral Commission decided to announce the preliminary
results of these elections by noon on December 13.
If no complaints and lawsuits follow, the commission's head promised
to sum up the official results in the next two days.

.Abkhazian opposition points to election breaches.

SUKHUM, December 13 (Itar-Tass) - Raul Khadzhimba, a candidate in
Abkhazia's presidential elections told a news conference on Saturday that
breaches and violations had been revealed at several polling stations.
He said the number of voters in additional lists was the same or even
exceeded the number of voters included in the main list. Khadzhimba didn't
rule out that he might demand that voting at those polling stations be
recognized as invalid.
Khadzhimba also said a second round of elections was possible. He told
Itar-Tass that other opposition candidates were sure to support him.
In the meantime, according to preliminary reports, Abkhazia's
incumbent President Sergei Bagapsh has a strong lead in the first
presidential elections since Abkhazia proclaimed its independence.

.Eight Ukrainian sailors from wrecked ship saved.

TEL AVIV, December 13 (Itar-Tass) - Eight Ukrainian sailors from a
ship that sank near the coast of Israel on the night from Friday to
Saturday have been saved. Military ships and helicopters of Israel and
Cyprus as well as the international peacekeepers deployed in Lebanon found
them. A search operation continues for the four missing crewmen, the
Israeli army press service said on Saturday.
Two merchant vessels and a military ship were in the wreck areas. They
discovered two lifeboats. A Ukrainian national was in one of them. He was
taken onboard the military ship. His medical condition was satisfactory.
He was delivered to the Beirut maritime port. The military found another
seven sailors later on Saturday.
The Israeli army press service said the authorities of the Jewish
state were not suspecting the owners and the crew of the "Sally-2" freight
ship in "dishonest games", namely secret arms supplies to the Lebanon.
The Sally-2 cargo ship flying the flag of Togo sent a distress signal
late on December 11. Its owner is the Sela Shipping LTD Shipping Company.
The ship was on her way to Israel. The incident occurred 80 kilometers off
Haifa port.
"At that time the ship was 115 nautical miles away from Cyprus. There
were 12 crewmen onboard. All of them were the citizens of Ukraine," the
Ukrainian Foreign Ministry said in its statement.
