.Russia enters period of economic growth -- Shuvalov.

MOSCOW, December 22 (Itar-Tass) - Russia has entered a period of
economic growth and it must now address itself to strategic socio-economic
development matters, Russia's First Vice-Premier Igor Shuvalov has told
the newspaper Kommersant in an interview.
Shuvalov said, "We already entered a period of growth -- although a
not yet steady one -- in December 2009. This growth enables us to address
ourselves to socio-economic development matters that are of paramount
importance to the Russian economy".
Explaining the peculiarities of a new spiral of privatization next
year, Shuvalov said, "We want to change modes for the sale of State
property". He said, "It is essential to ensure an absolute transparency of
privatization actions" while "privatization modes can be expanded through
sale via non-State agents to be selected in accordance with a transparent
procedure".
"In some situations we intend to maintain State control. However, no
one absolutizes the role of preservation of 100 percent of shares or even
a controlling interest in the hands of the State," the First Vice-Premier
pointed out.
When speaking of efforts to resolve the problem of unemployment in
2009, Shuvalov pointed out, "Only some orientations of support for the
labour market have remained out of demand -- this is connected with a low
mobility of the population. In a number of instances, serious projects
turned out well in an effort to promote the development of small and
medium-sized businesses, on which we count in single-industry cities.
'Short-term' programmes for the creation of job opportunities on a
country-wide scale were successful everywhere".
Turning to matters concerning the modernization of the systems of
education, health care, and provision of pensions, Shuvalov specified, "In
the field of health care the government is now preoccupied with pilot
projects for reforms in the regions".
"We must have a right to a certain guaranteed medical aid package and
provision of medicines all over the country. However, an approach to that,
I believe, will be a common one in education, health care, and the pension
system. We can allow only certain types of medicines in the health
insurance system while some types of aid will be the personal
responsibility for the citizen. This is reality," Shuvalov emphasized.
