Medvedev to hold State Council to discuss electronic govt.
MOSCOW, December 23 (Itar-Tass) -- Russian President Dmitry Medvedev will hold a joint meeting of the Russian State Council and the Presidential Council for the Information Society Development here on Wednesday.
The meeting will be devoted to the results of introducing the
electronic government at federal and regional levels and the priorities in
the development of the information society for 2010-2011.
The report on introducing information technologies in the state
services has been drafted for the meeting. The report outlines the major
approaches and the principles for the development of the electronic
government, sums up the results and the plans in the transition to state
services in the electronic form at all levels of state authorities, a
source in the working group of the State Council told Itar-Tass.
"The report, which the chief of the working group and Governor of the
Astrakhan region Alexander Zhilkin will deliver, will reflect the
topicality of the transition to the state services in the electronic form,
will describe legal and technological restrictions hampering the process
and will cite the results of analyzing the development of elements of the
electronic government in Russian constituent territories," the source
said. So, 79% of Russian constituent territories already opened the
websites providing the official information about the state authorities,
and 89% of constituent territories opened the websites for posting the
information about state purchases. Meanwhile, only 50% of constituent
territories have portals of state services, similar portals are planned to
create in another 24 constituent territories in 2010.
Minister of Telecommunications and Mass Communications Igor Shchegolev
will deliver a report on the results of developing the electronic
government. "Specifically, the report will spell out the formation of the
technological infrastructure of the electronic government, the required
legal and methodological basis for the transition to state services in the
electronic form at the federal level, as well as the use of the
accumulated experience at the regional level," the source said. Upon the
results of the work done primary measures will be offered to make the
state services more efficient and qualitative.
Moscow Mayor Yuri Luzhkov will deliver a report on the regional
experience and the major barriers for developing the information society
and introducing the electronic government. The report formulates the major
approaches and the principles of developing the information society and
the electronic government in constituent territories, sums up the results
and the plans in the transition to the state services in the electronic
form. The report will focus on the solution at the regional level of many
issues to use the information and communication technologies in the state
and municipal management and the social sphere. "Important measures will
be offered to improve the education system and stimulate the innovative
activities, improve the terms for entrepreneurship, preserve and use the
advantages of regions in their specific spheres," the source in the
working group said. "The measures of regional informatization should be
taken in line with national and federal projects and modernization
projects, therefore, the mayor's report will reflect the topical nature of
the problem of bridging the digital divide, will describe legal and
technological restrictions hampering this process, will cite the results
of analyzing the development level of the information society and the
electronic government in constituent territories, as well as will offer
concrete measures to eliminate the barriers hampering the development of
the information society and the electronic government in Russia," the
source said.
The secretary of the Presidential Council for the Information Society
Development and a presidential advisor, Leonid Reiman, will present the
plan of implementing the Information Society Development Strategy in
Russia and the range of measures to put it into practice. "The prepared
draft passed the public debates and was recommended by the State Council
presidium for approval," the source said. "The plan aims at integrating
within the framework of one document all the programs for developing and
introducing the information technologies at federal and regional levels,
as well as to provide reasons for the funding of new projects in the
drafting of a new state program," the source said. "New projects should
primarily be aimed at balancing the situation between separate regions, as
well as at the solution to general systemic tasks," the source said. A
blueprint of a departmental program for the introduction of information
technologies has already been drafted. The volumes of funding in each
program are linked with the target indicators of the program's fulfillment
that will provide for the operative control over the results achieved by
agencies concerned. The plan embraces all trends under the Strategy: the
measures to implement at federal, regional and municipal levels, as well
as spreads on the bodies of executive, legislative and judicial branches

will report on the creation of the national payment system and on the
possibilities to use it to facilitate the payment of state charges and
duties for people, as well as the payment of social allowances. "The
report will analyze the world experience of creating the national payment
systems and the current approaches in Russia," the source in the working
group said. Specifically, the report will focus on the experience of the
pilot regions, which issued unified social cards that proved inefficient.
The plan of creating the national payment system, as well as necessary
legal and procedural conditions to implement the foresaid system will be
proposed.
"Upon the results of the work done the primary measures were offered,
the implementation of which will make tangible progress in forming the
electronic government in Russia and its major function - to make the state
services more efficient and qualitative for people," the source said.
In his second state-of-the-nation address to the Federal Assembly on
November 12, 2009, the Russian president named the development of
strategic and information technologies as one of the priority tasks in the
state development in the modern world. An important trend to implement

The problems, which citizens and organizations are facing in the
provision of the state services, were analyzed in the course of the

citizens estimate the quality of state services as perfect, while the
overwhelming majority of people are experiencing some problems in getting
the state services.
