“Amnesty is a basis of decriminalization of the society”

Astana, November 06, 2009, Khabar – The regular sitting of “Kozkaras” political club of inter-party and public dialogue has been dedicated to this theme. Representatives of “Nur Otan”, “Auyl”, Party of Patriots and Communist People’s Party of Kazakhstan have participated into the meeting. Previous amnesty was held in 2006 on Independence Day and about 14 000 prisoners were released. Practice shows the freed people have no an absolute tendency for second offence.

Pavel Kazantsev, deputy chairman of Astana office of “Nur Otan” People’s Democratic party:
- We think it is advisably to hold amnesty because maintenance of one prisoner is very expensive for the economy of the country. And if a man committed not grave crime that carries no anti-social character, then amnesty issues can be discussed in this case.

If most political parties support the amnesty holding in Kazakhstan, the issue will be sent to the government and Parliament. It is supposed the next amnesty will be held in 2010. Gani Kassymov, chairman of Party of Patriots says amnesty doesn’t concern dangerous recidivists and those who were sentenced for life imprisonment.

Gani Kassymov, chairman of Party of Patriots of Kazakhstan:
- We suggest to amnesty socially vulnerable citizens: under age, women having children under age and disabled children of 1 and 2nd category, pregnant women. Also we suggest to free ahead of schedule prisoners who are ill with tuberculosis, participants of liquidation of accident at Chernobyl atomic power station.
