14 board meeting of ECOSAI countries’ committees

Almaty, October 27, 2009 (Khabar) - The question how to improve the monitoring system behind use of the state means was discussed in Almaty. 14th board meeting of the Economic Cooperation Organization Supreme Audit Institutions has taken place here. This alliance includes ten countries, and throughout many years heads of audit committees of the state-participants impart experience monitoring behind budget expenditure. According to participants, interaction within the limits of ECOSAI allows to improve the state control, to provide a transparency and increase management efficiency by financial resources and the state actives by means of carrying out of the independent external control or audit. And chairman of Kazakhstan’s Audit committee Omarhan Oksikbayev has told that the bill «On Audit committee» is considered in Parliament. He thinks that the new document will allow creating powerful system of the state control. The control over execution of the republican budget is be carried out by Audit committee, however the control over city and regional treasury is organized insufficiently effectively. Thereupon he suggests to create independent supervising structure at level of local budgets, having abolished duplicating departments – such, as committee of the financial control.

Omarhan Oksikbayev, chairman of Kazakhstan’s Audit Committee:
- Today’s system of state control has remaining from Soviet time and was modernized a little during independence period. In the end it creates a mix of doubling of our state financial control systems. There is a vacuum where local budget are included, they don’t have outside financial control. Another words, somewhere we have strengthened it, and somewhere we have created a doubling state organ that cannot give an objective estimation of local budget, but at the same time doubles the execution of republican budget.
