Corruption at Universities and hospitals of Kazakhstan
Astana, April 11, 2009 (Khabar) - Education and healthcare spheres are among five most corrupted spheres in state structures. This was said at the Republican Public Council on corruption fighting under “Nur Otan” party. The ministers were recommended to take measures and annihilate this social evil. Association of sociologists and political scientists of Kazakhstan held poll and Public Council studied its results. Over 58% of respondents said educational and healthcare establishments are fully or partially corrupted. Saparbek Nurpeisov, deputy head of department on inspection of legality in action of state bodies of General Prosecutor’s office says 1 197 corrupted violations were registered in healthcare and educational spheres.
Zhanseit Tuimebayev, Minister of Education and Science of RK:
- Financial violations are most spread, 47 embezzlements, 12 – taking of bribery, abuse of authority – 6, illegal giving of educational documents – 4 and writing about non existing pupils – 3.
Zhanseit Tuimebayev and Zhaksylyk Doskaliyev were asked many questions. Members of Public Council were interested which measures are taken by ministers to fight against corrupted officials.
Zhaksylyk Doskaliyev, Minister of Healthcare of RK:
- All normative and judicial acts that are taken by the ministry, are sent for scientific-judicial, anti-corruption and criminalistics expertise to increase effectiveness of corruption fighting.
Sphere of state procurements is also turned out to be very corrupted. Sat Tokpakbayev, member of Public Council told heads of healthcare establishments wrote multi-million sums and bought unnecessary expensive equipment and hospitals in Southern Kazakhstan, Zhambyl and Akmola regions are most corrupted ones.

- According to Center of social and political researches “Strategy”, healthcare and educational establishments were included into five of most corrupted state structures at the end of 2008.
Some Universities and dormitories are also in poor condition but Zhanseit Tuimebayev, Minister of Education and Science of RK stressed those institutions are private. And the ministry already paid attention to this problem.

- During 1,5-2 years we inspected all state, private Universities and JSCs. As a result of inspection we closed 30 Universities and 76 branches.
At the end of sitting the members of Public Council adopted the resolution with recommendations to the government on annihilating of revealed corruptions in education and healthcare. And the ministers must adopt programs on corruption fighting in the nearest future.
