Criminal case against ex manager of “Kazatomprom” company

Astana, June 02, 2009 (Khabar) - According to data provided by officials of the National Security Committee, 60% of all uranium deposits of the country have illegally become Mukhtar Dzhakishev’s property. The deputy presidents of the “Kazatomprom” company are confirming the fact of creating off-shore companies and the misappropriation of large amounts of funds by the ex-head of the national nuclear company Mukhtar Dzhakishev. Such information has been provided at a press-conference at the National Security Committee of Kazakhstan in Astana. It was established that within the period from 2004 until 2006, Dzhakishev, Ablyazov and individuals affiliated to them created a number of off-shore companies with the purpose of appropriating financial resources from selling uranium products. It was established by investigation that a license for subsoil usage at the largest uranium deposits with reserves amounting to 200 thousand tons with an actual value totaling dozens of billions of US dollars along with the Stepnogorsk integrated mining and chemical plant had been issued to them free of charge. In accordance with an elaborated criminal scheme of misappropriation of funds, participatory interest in Kazatomprom were transferred by Dzhakishev to off-shore companies which were created by him and in fact became the owners of uranium deposits at a trifling value. The extracted products were sold abroad and profits accumulated on the accounts of Dzhakishev, Ablyazov and other individuals. The representatives of the National Security Committee demonstrated a video for journalists with confessionary statements made by the company’s ex-presidents.

Malkhaz Tsotsoriya, deputy president of “Kazatomprom National Nuclear Company” JCS:
- Dzhakishev came up with the following scheme: Charykin created a company entitled “UrAsia London Ltd”, to which 30% of shares with a nominal cost of 15 million tenge were sold and later this subsidiary company was re-sold at 75 million US dollars.

During the course of the investigation, a so-called illegal bookkeeping of Dzhakishev was discovered by officials of the intelligence services. It was kept at a secret address in Almaty. There were 3 million US dollars, documents and seals of the off-shore company in a safe there.

Malkhaz Tsotsoriya, deputy president of “Kazatomprom National Nuclear Company” JCS:
- He said that he would give orders to me to take money from it and give them to his security officer or anyone he indicated for fulfilling various tasks. In particular, for entertainment events, meetings, send-offs and so on, even for bribing certain state officials to make them make decisions in favour of the “Kazatomprom”National Nuclear Company.

Senior managers from KazAtomProm are now ready to cooperate with the law enforcement bodies and return illegally transferred assets to the government. The National Security Committee, in turn, has asked people who had ever received any monetary awards, to testify it. The Security Committee also said that a trial against Mukhtar Dzhakishev will be opened and underlined that there were no political reasons. The investigation is being carried out in line with all Kazakhstan’s laws.
