Discussion of bill about gender equality

Kokshetau, June 01, 2009 (Khabar) - How much Kazakhstani woman is free and independent today, are her Constitutional rights observed completely and what is necessary to do to supply gender equality among men and women. These and other issues were discussed by the participants of seminar that took place in Borovoye and was organized by OSCE center in Astana, UNDP in women’s interests, Parliament and National commission on women’s affairs and family-demographical policy. The bill “About equal rights and possibilities of women and men” was initiated by deputies three years ago and all this time the document was elaborated till the end and discussed by national and international organizations.

Yelena Tarasenko, Majilis deputy of Parliament of RK:
- Strategy of gender equality supposes equality of men and women in all spheres of activity but nevertheless we have no normative and legal act that would guarantee equal possibilities for realization of rights. And this bill will just be the state guarantee of realization of equal possibilities.

Currently there are over 160 women’s non-governmental organizations, 8% from the common number function in Kazakhstan. There are less than 20% of women in the Parliament and one female minister and all mayors and governors are men, this is gender inequality, participants of the meeting say.

Madina Dzharbusynova, ambassador on special mission of Ministry of Foreign Affairs of RK:
- We have political will and Constitutional rights of men and women but reality shows that we have very many cryptic forms of non-direct and even direct discrimination.

Alexander Kelchevskiy, head of OSCE Center in Astana:
- Your country took the course for democratization and it is very important part of this process and this issue must be taken into account. That’s why I don’t see any issues and problems because all democratic countries and societies strive for this.

Stereotypes, mentality and sometimes indifference of women for their position in the society, these are the main reasons that impede the process of development of gender equality in Kazakhstan. But foreign experts note the country gradually settles these issues following the other countries. In 1998 the republic ratified Convention on liquidation of all forms of women’s discrimination.

Gulshara Abdykalikova, Minister of Labor and Social Proetction of Population of RK, chairwoman of National commission on women’s affairs and family-demographical policy under the President of RK:
- Some legislative acts about rights of children and reproductive rights were adopted. The bill on counteraction of domestic violence was elaborated to prevent violence towards children and women and the bill was sent to the Parliament and with this we pay state significance to achieving of equality among men and women, protection of rights of women and children and consolidating of institution of family.

Murat Abenov, Majilis deputy of Parliament of RK:
- I think men mustn’t be afraid of some discrimination towards them after adoption of this bill. Besides, Kazakhstan from the ancient time respected women and they together with men fought and worked, that’s why we will have no any problems in this issue.

The main is to elaborate concrete mechanisms of realization of Constitutional rights and possibilities. For example, giving of quotas for women’s taking the high posts and power bodies, economy, carrying out of control of gender equality and punishing for its violation. It is unknown so far who will be authorized organ on realization of gender legislation. The document is almost ready for presentation to Majilis and this issue will be one of main topics during Kazakhstan’s chairing OSCE.
