Government of RK meets to discuss economic stabilization measures

Astana, July 22, 2009 (Khabar) - Taking the floor at a government meeting in Astana, Kazakhstan’s premier Karim Massimov stated economic stabilization measures taken on instruction of the head of state have brought positive results. Despite the Ministry for Economy and Budget Planning reporting positive indices, Karim Massimov asked the structure to develop two scenarios of the future world economic state, taking into account its influence on Kazakhstan’s economy.

Kairat Kelimbetov, CEO, Samruk-Kazyna National Welfare Fund:
- The Republic’s economy has already absorbed as much as 766.8 billion tenge out of the 1 trillion 87.5 billion tenge allocated from the National Fund. 476 billion tenge was directed to the refinancing of mortgage loans. 23 billion tenge was used to resolve shared construction issues. 120 billion tenge was allocated to support small and medium sized business. 27.2 billion tenge were soaked into the implementation of innovative and industrial and infrastructural projects.

Speaking about the allocated money, Kairat Kelimbetov also gave some examples. Over 25 thousand Kazakhstani families have already been involved in the mortgage loans refinancing project. Over 2.5 thousand entrepreneurs obtained loans under the state support programme for small and medium sized businesses. Large money was also sent to the stabilization of the Republic’s financial sector. The cabinet also looked into amendments designed to be inserted into the law on private entrepreneurship. The changes are basically aimed to regulate business inspection procedures. From now on, businessmen can protect their legal rights, use video and audio recording during inspection, and ask for the inspection to be cancelled.

Serik Akhmetov, deputy prime minister of Kazakhstan:
- For law abiding and honest businessmen whose business bears no risk for people, we will see the number of inspection cut.

Bakhyt Sultanov, minister for economy and budget planning of RK:
- Some spheres will also see a reduction in inspection. Sanitary and epidemiological units will decrease their inspection rate twofold. Other structures like plants protection, seed breeding and grain and cotton units will have to reduce their inspection sessions 6 times as low as before.

According to Bakhyt Sultanov, the new inspection system will be of preventive character. The Parliament will consider the final variant of the draft law in autumn this year.
