HM King issues Royal Decrees 23, 24 and 25/2019

Manama, Mar. 25 (BNA): His Majesty King Hamad bin Isa Al Khalifa issued Royal Decrees 23, 24 and 25/2019, establishing and organising the Commission for Horse Affairs Care. Decree 23/2019 stipulated the establishment of the commission’s board of directors under the supervision of the Minister in charge of Municipal Affairs. The commission’s board of directors include the chairman and sufficient number of members comprising representatives of the following: The Royal Stables at the Royal Court, Bahrain Royal Equestrian and Endurance Federation, Rashid Equestrian and Endurance Club, Owners of Horses, in addition to two members in possession of horse-related expertise. The commission's board of directors will assume the high authority to chart the general policies for the commission and take proper decisions and measures to achieve its goals in compliance with applicable laws. The commission will chart general policies related to preserve purebred lineage and take all the necessary actions to see the implementation of such policy. The board will issues permits to import/export hoses or to participate in international festivals. It will also organize equestrian and endurance festivals and racing inside Bahrain or abroad in collaboration with the sides concerned with the regulation of horse activities (including short distance racing, endurance, beauty, and equestrian events of all types and will establish horse tourism.) The commission will conduct communication and interaction with breeders locally and breeders societies abroad. The commission will issue regulatory decisions and conditions pertaining to horse affairs and the required recommendations as well as follow up the import-export processes. The commission will monitor the sources of horses and means of caring for them and the best ways to develop and ensure the preservation of this heritage for present and future generations. The commission will cooperate with veterinary experts to preserve horses and to issue veterinarian certification for them. The commission will issue the necessary recommendations for the various departments in the Kingdom of Bahrain (including Customs Affairs, the Ministry of Health) to make the proper facilitations for horses. The commission will implement the relevant laws and regulations regarding the protection of horses against contagious diseases. It will also supervise the workflow in the hospitals and clinics specialized in the treatment of horses. It will also constantly cooperate and exchange information with the relevant ministries and directorates. It will coordinate with the relevant ministries and institutions regarding the lineage of horses to achieve integration and protection of the horses lineage and to ensure each department undertakes its assigned duties to preserve horses. The commission will communicate with the specialized regional an d international organizations transfer the best practices for protection of horse lineage and its preservation. The commission will issue the strategies and plans to promote the hobby and culture of horse-riding in the local society. The commission will supervise over the publication of the rules and regulations as well as periodicals regarding horses inside the country. The commission will represent the Kingdom locally and abroad in all horse-related conferences and festivals. His Majesty King Hamad bin Isa Al Khalifa also issued Royal Decree 24/2019 regarding the formation of the board of directors of the Commission for Horse Affairs Care pursuant to Royal Decree 23/2019 regarding the establishment and organization of the Commission for Horse Affairs Care and upon a presentation from the Minister of Works, Municipalities Affairs and Urban Planning, and approval from the Cabinet (i.e. the Council of Ministers): The Commission for Horse Affairs Care will be presided over by Shaikh Duaij bin Salman bin Mubarak Al Khalifa, and with the following members: 1- Shaikh Mohammed bin Ahmed bin Sultan Al Khalifa. 2- Shaikh Salman bin Rashid bin Mohammed Al Khalifa. 3- Fouzy Abdullah Nass. 4- Hayder Rafie Al-Zu’bi. 5- Yousef Ahmed Al-Essa. 6- Dr. Francesco Bellomo. Their duration of their membership will be four years renewable for similar period(s). His Majesty King Hamad bin Isa Al Khalifa issued Royal Decree 25/2019 pursuant to Law Decree 48/2014 and its amended regulation issued by Edict 51/2012 and its amendments, and pursuant to Decree 23/2019 regarding establishment and organization of the Commission for Horse Affairs Care, and upon presentation from the Minister of Works, Municipalities Affairs and Urban Planning, and the approval from the Cabinet. Royal Decree 25/2019 stipulated the appointment of Dr. Khalid Ahmed Mohammed Hassan as Chief Executive of the Commission for Horse Affairs Care. The Minister of Works, Municipalities Affairs and Urban Planning has been tasked to implement this Decree effective from the date of its issuance, and to be published in the Official Gazette.
