Improvement of system of state control

Almaty, November 19, 2009 (Khabar) - In Almaty, Bauyrzhan Baibek, deputy head of Presidential administration of Kazakhstan has said system of state control should be improved. He considers this to be the main condition of quick implementation of the instructions of the President of the country. The republican seminar with the participation of representatives of the Office of the President of Kazakhstan and the Audit Office of the President of Russia has begun with discussion of this issue. The head of Russia's delegation, Konstantin Chuienko visits Kazakhstan for the second time. He says the administrations of Presidents signed a memorandum of cooperation and business two years ago and his business trips to Kazakhstan become regular.

Konstantin Chuienko, assistant of President of RF, head of Main Control Department:
- This work has concrete results. Since January 1, 2010 a law on the procedure of checks will come into force according to which the plan of inspections by controlling structures will be approved by the prosecutor and spot checks will be conducted only with his consent. We borrowed this experience in Kazakhstan.

Kazakhstani side also confirms the effectiveness of bilateral cooperation.

Bauyrzhan Baibek, deputy head of Presidential administration of Kazakhstan:
- As part of the state control we are interested in experience of system control of public authorities. In particular, as we know, the controlling departments cooperates accounting committee, the Prosecutor General's Office and they together inspect the activities of local executive bodies, the central executive bodies.

The leaders of regional administrations and Astana and Almaty cities have participated in the debate. Implementation of anti-crisis program and the «Road Map» were the main issues of the discussion. According to Almaty mayor, this work is going well, 45 000 new jobs were created, road are repaired. New schools and subway are constructed. «Medeu» skating rink will be opened soon after reconstruction. Power supply of «Medeu» and «Shymbulak» is among pending issues.

Bauyrzhan Baibek, deputy head of Presidential administration of Kazakhstan:
- The main task of the state is not to spend allocated money in vain. The head of the state allocated money from the Fund of future generations and the main issue is to deliver these funds to the final consumer. And Presidential administration will constantly control this and raise its effectiveness.

Bauyrzhan Baibek stressed it is necessary constantly improve system of administrative control in order the state programs worked in full force.
