Inspections of Counting Committee

Astana, September 19 2009, Khabar – Counting Committee of Kazakhstan has revealed the inefficient using of subsidies for passenger railway transport. Subsidies for railway passenger transport is subjected to revision. Inefficient use of public resources allocated for scientific and technological development of the republic was also revealed in holding "Parasat. These are results of inspections of Counting committee. Among the reasons of inefficient using of subsidies are lack of targeting of subsidies, methods of forming the size of payments and separate accounting of expenditures. The utmost level of ticket prices for different routes that participate in competition also wasn’t revealed. During 2 years subsidizing of railway transportations on socially significant interregional routes was about nineteen billion tenge. The inspection showed that nearly 1,5 billion were used for other purposes. Kairbek Seitkul, member of Council committee on controlling of using of republican budget says 665 million tenge was used for the expenditures of company, they paid fines, bank loans etc. And this mustn’t be paid with budget money.
Inspection of national holding Parasat revealed low efficiency in using of state assets. For example, 400 million tenge allocated for the creation of a national research laboratory were placed in a deposit account. Independent expert reports on the results of research of one of the branches of holding during past three years showed that more than half of the themes do not answer the demands.

Yerlan Turlybekov, member of Counting committee on controlling of using of republican budget:
- During the inspection we chose 50 reports about done work and sent for expertise. 36 of 50 reports were unsuitable for further implementation. About 200 million tenge was spent for these 36 reports.

The Counting committee elaborated recommendations for the government and “Parasat” national holding to eliminate violations.
