Majilis approves amendments to culture law

Astana, October 07, 2009 (Khabar) - Amendments to the law on culture and issues of social support for certain categories of the population have been scrutinized at the Majilis. The amendments to the law on culture are directed at supporting native cinematography, museum and library services, as well as maintaining cultural values. Such a notion as a national film is being introduced for the first time. The bill also features norms which provide for the retention of basic materials of film chronicles and national films as an integral part of the cultural heritage. A mechanism for registering films of both local and foreign production is being introduced as well. Distribution certificates will be given out to them. The introduction of age limits of the audience is among the most important innovations. The Majilis has seconded this amendment and also approved changes to the law on social assistance for certain categories of citizens. Those who are raising disabled children will be given a monthly allowance amounting to a minimum wage worth 13,717 tenge. It is also being suggested that benefits for Heroes of the Soviet Union and the Order of Glory holders of 3 grades should be increased from 9 to 130 monthly calculation indices and to 70 MIF for heroes of socialist labor.

Gulshara Abdykalikova, Kazakh minister for labor and social security of population:
- Benefits will be increased for heroes of the Soviet Union who played a direct role in battle action. There will be a differentiated approach to heroes of socialist labor for feats of labor in the post-war period of recovery. Special benefits will be increased considerably. Their holders used to receive 20 thousand tenge and now they will be receiving more than 98 thousand tenge.

Mothers of many children will obtain support as well. Holders of the “Altyn alka”, “Kumys alka” and “Mother-heroine” titles, and those awarded with the “Order of Mother Glory” of the first and second grade will be receiving about 8 thousand tenge.

- It was the president’s initiative to help “Altyn Alka” and “Kumys Alka” owners. The demographic issue is especially acute these days so these are very positive measures.

A one-time allowance for the birth of fourth and consecutive children will reach more than 70 thousand tenge starting from next year. Funds for social support of certain categories of the population are stipulated in the republican budget for 3 years.
