Majilis passes the 2010-2012 budget

Astana, October 21, 2009 (Khabar) - Members of Kazakhstan ’s lower house, the Majilis, have passed the 2010-2012 budget totaling roughly 4 trillion tenge with around 40% of which to be spent on social projects, education, healthcare and the development of the agricultural and industrial complex of the country.
Parameters of the republican budget for 2010-2012 are generated at the scenario of the world prices for oil on the average at level of 50 US dollars for barrel next year, and 60 dollars for barrel in 2011 and 2012 years. The gradual increase in rates of increase of real gross national product from 2.4 % in 2010 to 3.9 % in 2014 is thus predicted, decrease in a rate of inflation to 7 % is supposed. Receipts in the republican budget in 2010 will make more than 3 trillion tenge. In comparison with an estimation of current year it is 16.2 % more. Expenses next year are planned in the sum of 3 billion 900 billion tenge that almost on 600 billion more than in 2009. The Republic’s Minister for Economy and Budget Planning, Bakhyt Sultanov also said that the retention of the corporate tax rate at the level of 20% will enable additional budget income next year.

- It will let us additionally mobilize 83.7 billion tenge next year relatively to approved profit volumes of 2010, and 100.3 billion tenge and 219.7 billion tenge accordingly in 2011 and 2012 years

A guaranteed transfer from the republican budget will total around one trillion tenge annually. The Road Map project implantation will be carried on as well as the introduction of the Nurly kosh programme stipulating the application of a market model of healthcare. In addition, as many as 20 schools will be built while some educational facilities will be constructed and built with the first phase of construction of a new university in Astana to be completed. Spending on the water supply system has also been increased by 10 billion tenge.

- This budget is rather real. Its advantage is that all social obligations of the state are taken into account. The budget is balanced enough; in contemporary conditions there is no necessity to demand anything else from the budget.

- Many countries including post-soviet states decrease social payments, however we try not to take such measures, moreover some categories will receive an increase in payments.

During the sitting, MPs also mentioned the difficulties that farmers faced due to a reduced demand on world markets. The parliamentarians also proposed increasing the price of wheat to be bought by the state-run Food Corporation as well as facilitating taxes for farmers. Prime Minister Karim Massimov addressed the MPs saying that he would have a government meeting this week to discuss all the proposals with his cabinet.

Karim Massimov, Prime Minister of Kazakhstan:
- We will help grain suppliers like we helped shared construction participants. However, the government has a different position. Such an issue can be solved alongside parliamentarians. I have already asked my deputy and the Minister for Agriculture to contact all the regions and find out what problems they have to date. We will not be able to solve all issues without your assistance because we will finally come to the matter of money. We need to talk about it altogether.

The MPs also approved a number of amendments to the law on electronic governance, the issues of Kazakhstan-made products and services as well as improvements in the free-of-charge medical treatment for the Republic’s citizens.
