Meeting of Nur Otan parliamentary group social council

Ust-Kamenogorsk, September 22, 2009 (Khabar) - The city of Ust-Kamenogorsk has seen a roaming meeting of the Nur Otan Parliamentary group social council. A group of parliamentarians paid visits to the region’s orphanages and met with foster families. The Members of Parliament were particularly interested in the conditions adopted children are living in as well as adopting parents’ opinion about the improvements of the law in the corresponding sphere. Now, the Social Council under the Nur Otan Parliamentary Group is developing a number of amendments for the law on marriage and family. One of them will assist foster families. The changes will impose an allowance to be paid monthly to such families.

Raisa Sher, director, children’s right protection department:
- If MPs pass the amendments to the law on marriage and family, it will help us reduce the amount of orphans by 30%. They will have an opportunity to gain a new family and to be happy.

Maira Bisekanova, director, “Umit” orphanage:
- Whatever they say, an orphanage cannot replace a family for children. In families, they will learn more about life, love and mutual understanding.

According to Members of Parliament, the extra money will stimulate people to adopt children. This adopting mother is bringing up two children and her monthly allowance is around 60 thousand tenge (400 USD). Such a measure also guarantees that by being of age, such children will not be homeless. Instead, they will get an education and find a job. According to statistics, only 30% of orphans have the opportunity to find themselves in society.

Aitkul Samakova, social council chairperson, “Nur Otan” Party Parliamentary Group:
- Every child wants to have parents so he isn’t worried about the question of where to go when he turns 18 years old. Orphans do not have housing, a job and they do not know where to get it as the government was always maintaining them before.

The parliamentarians have looked thoroughly into the experience of the Children’s Rights Protection Centre. At first, the project was supported by the OSCE. Now, it is subsidised by the local city administration. The centre is working on the prevention of children from becoming orphaned and is applying new technology towards the support of family values.
