Minister of Justice Affirms Qatar's Continued Development of Its Legislative Structure in Accordance with Best International Standards

Doha, March 22 (QNA) - Under the patronage of HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani, HE Minister of Justice Masoud bin Mohammed Al Amri inaugurated the 4th World Conference on International Arbitration, which is being organized by Qatar International Centre for Conciliation and Arbitration (QICCA) at Qatar Chamber (QCCI) for two days, under the theme of 'Impact of Arbitration on Achieving a Suitable Environment for Investment'. In a speech delivered during the opening of the conference in the presence of HE Chairperson of Qatar Chamber and QICCA Sheikh Khalifa bin Jassim Al-Thani, HE Minister of Justice Masoud bin Mohammed Al Amri stressed that the State of Qatar is moving forward in developing its legislative, legal and justice structure in accordance with the best international and global standards, in order to achieve the rule of law and sustainable development, and uphold the principles of justice and human rights, by working to develop societal awareness of international commercial arbitration, and spreading its culture and importance to its national and international partners. His Excellency also pointed out the State of Qatar's continued unremitting efforts to achieve sustainable development goals, based on the foundations of the comprehensive development process that have been laid by HH the Amir Sheikh Tamim bin Hamad Al-Thani - leading the State of Qatar towards the achievement of many accomplishments at the judicial and legal levels, emphasizing the importance of the conference for countries that seek to provide an appropriate environment to attract more foreign investment and increase its opportunities. This conference comes in the context of renewal, development and follow-up to the latest international practices in international commercial arbitration, which confirms Qatar's keenness to possess an effective national arbitration system that adopts the best international standards in cooperation with all national partners, especially QCCI's QICCA, which will be laying out new rules soon, HE Minister of Justice explained, stressing the role of these rules in strengthening the tributaries of the legislative and justice system in the field of international commercial arbitration. His Excellency noted that alternative settlement methods, especially arbitration, have become one of the most important means of attracting foreign investment, pointing out that the State of Qatar paid special attention to international commercial arbitration, and issued Law No. 2 of 2017 promulgating the Civil and Commercial Arbitration Law, which drew its principles and provisions from the Model Law established by the United Nations Commission on International Trade Law (UNCITRAL) in 2006, as well as the New York Convention on the Recognition and Implementation of Foreign Arbitration Provisions of 1958, which was ratified by the State of Qatar in 2003 by Decree No. 29, approving the accession of the State of Qatar to the New York Convention for the Recognition and Implementation of Foreign Arbitral Awards, which became part of its internal law. HE Minister of Justice Masoud bin Mohammed Al Amri also pointed out that the number of arbitration rulings received by the administrative unit specialized in arbitration affairs at the Ministry of Justice in 2020 amounted to 41, while the number of judgments in 2021 reached about 43 arbitration rulings between institutional arbitration and free arbitration, with a total value of claims of more than QR 9 billion, of which QICCA had the largest share.
